Job Overview

As a Project Engineer at Qatar Chemical Company, you will be responsible for leading designated capital projects from a project management perspective, overseeing activities from the conceptual phase through construction, commissioning, and handover. The role demands that projects are executed within set timelines, budgets, and safety standards while fulfilling project specifications and applicable regulations. You will guide teams through FEED, Detailed Design, Procurement, Construction, and Start-up stages to ensure project success.

Key Responsibilities

  • Lead the Project Management Team through all stages of project execution including Conceptual, Feasibility, FEED, Detail Engineering, EPC, Construction, Commissioning, and Closeout phases.
  • Create and distribute the Project Execution Plan to outline the roadmap for successful project delivery.
  • Define clear project scopes across all execution phases to align Engineering or EPC contractors to expected deliverables.
  • Manage qualification and selection processes for Engineering and EPC contractors.
  • Analyze technical bids, addressing scope, deviations, resource estimates, schedules, and milestones, while resolving technical inquiries.
  • Conduct kick-off meetings with contractors to ensure clarity and coordination between company and contractor teams.
  • Track and evaluate deviation requests against technical and regulatory requirements, maintaining a deviation register.
  • Participate in design reviews including document reviews, 3D model assessments, site inspections, FATs, and SATs to guarantee technical soundness.
  • Confirm that procurement processes meet technical and contractual conditions, especially for long-lead items to align with schedule demands.
  • Monitor engineering contractor performance against the Project Execution Plan and ensure management receives timely project status updates.
  • Implement change management processes to prevent scope creep.
  • Collaborate with Enterprise Risk Management on early project risk identification and develop mitigation strategies.
  • Manage contractor claims and assist management with resolutions.
  • Lead Front-End Loading and Detailed Engineering activities, managing multidisciplinary teams internally and externally.
  • Review and provide input on contractor designs such as PFDs, P&IDs, plot plans, 3D models, HAZOP/LOPA studies, material balances, and process designs.
  • Coordinate project economic studies with company strategy to support decision-making and feasibility evaluations.
  • Develop innovative, cost-effective, and safe engineering solutions.
  • Support construction teams by advising on plant design and philosophy.
  • Help resolve technical issues between construction contractors, engineering designers, and internal construction personnel for smooth project execution.
  • Conduct site inspections to verify compliance with designs and approved construction documents.
  • Review as-built documentation, vendor data, and accept final project documentation.
  • Participate in Pre-Startup Safety Reviews and final facility acceptance to ensure operational readiness.
  • Provide engineering and technical assistance to commissioning and start-up teams to facilitate safe and efficient plant operations.
  • Assist in the technical and financial completion of projects post startup.
  • Help resolve warranty concerns and technical disputes with consultants and contractors.

Safety & Compliance

  • Ensure designs and engineering activities comply with OSHA, NFPA, RLIC, and company safety codes and procedures.
  • Adhere to company Project Management Practices (QPROMT) from project initiation to closeout.
  • Promote continuous improvements in department systems, policies, and processes, benchmarking international best practices to enhance efficiency and productivity.
  • Maintain compliance with all regulatory and internal quality, health, safety, security, and environmental protocols.

Reporting & Development

  • Provide timely and precise reporting aligned with departmental policy and requirements.
  • Support the development of Qatari nationals within the workforce, applicable primarily to expatriate employees.

Qualifications & Experience

  • Bachelor’s degree in Engineering, preferably in Instrumentation or Electrical & Electronics.
  • Master’s degree in Engineering is an advantage.
  • Between 5 to 7 years of relevant experience in the Oil & Gas sector, with preference for experience in the Petrochemicals industry.
