Job Location and Duration
The position is based in Kampala, Uganda, with an initial project term of 24 months and potential for extension within the Department of State (DoS) program.

Role Summary
The Project Controls Engineer will oversee cost and schedule management operations for the construction contract, including report preparation, data supervision, and contract deliverables. Experience in commercial construction with extensive knowledge of project controls tools such as Primavera P6 and Microsoft Project is essential.
Key Responsibilities
- Manage the operations related to construction contract cost and schedule, including report generation and control documentation.
- Supervise data entry personnel and documentation control specialists.
- Develop thorough understanding of contract administrative requirements and deliverables.
- Ensure timely and effective project controls including tracking submittals, RFIs, and as-built drawings.
- Review contractors’ monthly payment applications and provide detailed evaluations to Project Director/COR.
- Analyze contract modification requests for necessity and consistency with contract terms.
- Perform quantity take-offs and aid in preparing Independent Government Estimates (IGEs).
- Support contract administration tasks, negotiate modifications or claims, and interpret contract provisions.
- Attend project meetings, record minutes, and maintain daily construction logs.
- Coordinate closely with Project Director/COR and project team members.
- Perform additional duties as assigned by Project Director/COR.
Required Qualifications and Experience
- Bachelor's degree or higher in engineering, construction management, or a related discipline.
- At least seven years of practical experience on commercial construction projects matching the scope and scale of this assignment.
- Experience in design office activities is excluded from required work experience.
- Familiarity with international building codes.
- Overseas project experience is preferred.
Desired Expertise
- Experience with NOX, SPX, UTIL, CAC renovations, package systems, envelope (EOB) renovations, perimeter walls, and site work projects.
Clearance and Travel
This role requires U.S. citizenship and must obtain a U.S. government security clearance at the Secret level with eligibility for Top Secret clearance. Travel will be necessary as part of this position.
