Job description
Overview
We are looking for a seasoned Project Controls Department Manager to lead and oversee the controls function across a substantial infrastructure project portfolio. This critical position involves managing cost control, planning and scheduling, change management, documentation, reporting, and the overall governance of project controls processes.
Key Responsibilities
- Direct all project controls activities including cost, schedule, budgeting, forecasting, change management, and performance monitoring.
- Create and maintain detailed schedules at the portfolio level, including master, baseline, stage-gate, and recovery plans.
- Track and analyze project budgets, commitments, actual expenditures, cash flow, invoices, and cost consolidation reports.
- Review contractor baseline schedules, evaluate their schedule performance, and develop corrective or recovery action plans.
- Establish and implement project controls protocols, reporting standards, and compliance with Stage-Gate procedures.
- Contribute to contract preparations by providing inputs on schedule, cost, milestones, document handling, and testing/commissioning.
- Supervise documentation systems ensuring proper archiving, record control, and adherence to compliance standards across projects.
- Coordinate testing and commissioning activities along with resource allocation.
- Evaluate team capabilities, clarify roles and responsibilities, and facilitate knowledge transfer and professional development.
- Promote continuous process enhancements and encourage adoption of international best practices in project controls.
Candidate Requirements
- Bachelor's degree in Engineering obtained from a recognized university.
- At least 20 years of experience in project controls, especially planning and scheduling, complemented by senior management roles on large-scale projects.
- Deep knowledge in areas such as cost engineering, cost control, planning, scheduling, forecasting, and project performance analysis.
- Extensive understanding of engineering, procurement, contract management, construction, and project initiation processes.
- Proven expertise in assessing contractor schedules and project progress.
- Advanced proficiency in Primavera P6 and EPPM software.
- Strong leadership qualities with substantial experience managing teams.
- Experience working internationally, preferably including projects in Saudi Arabia.
- Exceptional communication skills, both written and oral.
