Program Manager

About the Role

We are looking for a seasoned Program Manager to spearhead the oversight and execution of a significant Core Banking Transformation initiative at Doha Bank. This leadership role entails comprehensive program ownership, assuring effective governance, timely execution, budget compliance, risk oversight, stakeholder coordination, and achievement of defined strategic objectives in banking transformation.

Key Responsibilities

• Direct the Core Banking Project Management Office (PMO) and manage a portfolio of core banking projects and associated workstreams.
• Develop and control a comprehensive Master Plan encompassing Core Banking systems and connected peripheral applications.
• Ensure seamless collaboration among Business Units, Operations, Technology, and Transformation teams.
• Continuously track program health indicators including milestones, interdependencies, critical paths, and alignment with defined targets.
• Deliver structured executive reports detailing program progress, risk factors, challenges, dependencies, and benefits realization.
• Drive execution within agreed scope, schedule, budget, and quality standards.
• Handle complex interrelated dependencies across diverse programs, projects, and organizational units.
• Promote consensus and alignment among senior leadership amidst competing priorities.
• Prepare strategic reports, recommendations, and papers for Senior Management and Steering Committee deliberations.
• Identify potential risks proactively, formulate mitigation strategies, and escalate significant issues with effective resolution plans.
• Administer program budgets, forecasts, and enforce stringent financial controls.
• Support organizational readiness, internal communications, and change management in functions affected by the transformation.
• Report directly to the Senior Vice President of Strategic PMO.

Candidate Profile

• Over 15 years of professional experience in Banking and Financial Services sectors.
• Minimum of 10 years’ experience in Core Banking Transformation projects including implementations, upgrades, or migrations within PMO or program management roles.
• Proven leadership in managing entire Core Banking transformation or replacement programs.
• Extensive knowledge of Core Banking platforms, preferably Temenos or Oracle.
• Strong skill sets in program governance, PMO leadership, delivery oversight, stakeholder engagement, and deep banking domain expertise.
• Demonstrated capability in managing multi-dimensional and multi-stream transformation projects involving various business lines, technologies, and satellite systems.
• Mandatory certification as PMP or PRINCE2 Practitioner.
• Experience in local or regional banking institutions is advantageous.

Essential Requirement

The candidate must have a successful track record of leading at least one full end-to-end Core Banking implementation, ideally utilizing Temenos or Oracle platforms.
