Job Overview

This role involves creating and overseeing streamlined procedures for processing license applications related to petroleum product trade, fuel station operations, and service centers. The engineer collaborates with relevant entities to ensure conformity with regulations while managing licensing activities from requests through renewals and amendments.

Core Responsibilities

  • Design methods to manage the evaluation of license applications concerning trading, disposal of petroleum products, and fuel station-related activities, collaborating with appropriate agencies.
  • Develop and maintain processes to review, analyze, and provide feedback on fuel station-related applications, issuing licenses as per prevailing laws and requirements.
  • Formulate evaluation criteria and procedures to qualify service centers and fuel stations, issue certification aligning with applicable standards and regulations.
  • Handle licensing formalities, including fee collection as part of organizational revenue.
  • Work with the General Department of Accounts Monitoring to ensure proper collection of license fees and permits in line with governing regulations.
  • Create systems to manage license renewal and termination requests, and proactively notify licensees about impending expirations.
  • Establish processes to handle amendment requests on licenses, coordinating with third-party technical experts where necessary.
  • Participate in the review, commentary, and decision-making related to permits and licenses for renewal, cancellation, or withdrawal in accordance with laws.
  • Support qualification procedures for companies intending to conduct operations at fuel stations.
  • Devise mechanisms for authorization of licensees allowing other licensees to use their facilities commercially, following reviews by the technical department and resolution of disputes.
  • Monitor license validity timelines and maintain steady communication with licensees to promote timely renewals, coordinating with the General Department for Company Monitoring.
  • Adhere strictly to organizational work protocols, conduct standards, cybersecurity policies, and unit-specific procedures.
  • Perform additional duties as assigned by supervisors.

Experience Requirements

The candidate must have no less than four years of relevant professional experience.

Educational Qualifications

A bachelor's degree in Engineering, Business Administration, or a closely related field is required.
