In response to global ecological transition challenges, Saur emphasizes its commitment to safeguarding future generations through proactive action and stakeholder engagement.

Role Summary

The Procurement & Supply Chain Manager in Doha, Qatar, reports directly to the General Manager. This leadership role is responsible for overseeing all procurement functions at Saur Qatar, ensuring the timely, cost-efficient, and compliant acquisition of goods, services, equipment, spare parts, and subcontracted work necessary for seamless operations.

The manager partners closely with Operations, Technical teams, Group Procurement headquarters, and Finance to maintain business continuity, manage budgets, and drive operational efficiency. Managing supplier relationships, implementing group contracts, and cost optimization with measurable savings are key aspects of the role.

Key Responsibilities

  • Develop and enforce procurement and supply chain policies, procedures, controls, and yearly priorities consistent with Saur Qatar objectives and Group guidelines.
  • Create category-specific sourcing strategies based on business relevance, demand forecasts, market dynamics, costs, and risk.
  • Prepare comprehensive procurement plans and dashboards to track pipeline projects, commitments, savings, supplier performance, inventory levels, delivery risks, and action plans.
  • Ensure adherence to ethical standards, delegated authorities, contractual terms, company rules, and regulatory requirements.
  • Lead sourcing initiatives, including needs analysis, market engagement, RFQ/RFP processes, bid assessments, negotiations, recommendations, and awarding contracts.
  • Critically assess specifications to secure fit-for-purpose solutions balancing quality, timeliness, risk, and cost.
  • Negotiate all commercial terms including pricing, payment, delivery, warranties, service levels, and liabilities.
  • Implement group-wide contracts and preferred supplier programs, while developing regional/local alternatives.
  • Maintain comprehensive sourcing documentation and ensure contracts and purchase orders are accurately reflected and audited.
  • Identify and manage local, regional, and international suppliers and subcontractors, including qualification, onboarding, segmentation, evaluation, and development.
  • Monitor supplier performance metrics covering quality, costs, delivery times, responsiveness, health & safety, ethics, and compliance; lead necessary corrective initiatives.
  • Handle contractual and commercial management including changes, claims, renewals, and contract closure with lessons learned documentation.
  • Supervise purchasing lifecycle activities: requisition review, quotations, purchase orders, acknowledgment, expediting, receiving, invoice matching, and payment follow-up.
  • Maintain accurate, prompt, and well-supported purchasing transactions with necessary approval processes.
  • Collaborate with Finance to promptly resolve discrepancies in pricing, receipts, invoices, tax, retention, and payments without supply disruption.
  • Oversee logistics functions such as inbound transportation, freight forwarding, customs clearance, and delivery coordination both locally and internationally.
  • Ensure effective expediting of critical equipment, spare parts, and materials with transparent shipping and delivery monitoring.
  • Manage receiving inspections, storage, preservation, issuance controls, cycle counts, and obsolescence handling.
  • Optimize stock availability with control mechanisms on excess, slow-moving, and obsolete inventory through defined min/max levels, reorder points, and demand planning.
  • Identify risks related to procurement, suppliers, logistics, inventory, and sole sourcing; develop mitigation and contingency strategies.
  • Support operational continuity via critical spare parts planning, alternate sourcing strategies, supplier capacity reviews, and recovery processes.
  • Achieve and report substantial savings, cost avoidance, cash flow improvements, and process efficiency gains based on agreed benchmarks.
  • Promote continuous improvement, digital initiatives, data accuracy, and standardized working methods.
  • Lead and mentor procurement, purchasing, logistics, and warehouse teams within the approved organizational structure.
  • Define role expectations, prioritize activities, set service standards, and encourage accountability and customer orientation.
  • Foster productive relationships with internal stakeholders, Group Procurement, and external partners, representing procurement in management meetings.

Required Qualifications and Experience

  • Professional certification in procurement, supply chain, or logistics is a plus.
  • Minimum of 10 years’ experience in procurement, supply chain, logistics, or contract management, including at least 5 years in supervisory or managerial roles.
  • Experience within utilities, water, infrastructure, industrial services, construction, or operational environments is highly desirable.
  • Demonstrated expertise in sourcing, tendering, negotiation, supplier management, framework agreements, and logistics coordination.
  • Background in Qatar/GCC or international procurement settings is advantageous.

  • Financial acumen encompassing budget oversight, cost control, savings measurement, and total cost analysis.
  • Proficiency in ERP or procurement software alongside Microsoft Office applications.
  • Fluent command of the English language; knowledge of Arabic and/or French is beneficial.

Capabilities

  • Capability to organize and direct procurement operations effectively within dynamic environments.
  • Translate operational needs into efficient sourcing and supply strategies balancing urgency, compliance, and governance.
  • Build robust stakeholder and supplier relationships to enhance collaboration and outcomes.
  • Anticipate and mitigate risks to ensure uninterrupted business continuity.
  • Deliver measurable value via savings, cost avoidance, supplier performance enhancements, and process upgrades.
