Policy & Legislation Senior Advisor

Job Overview

This role is designed for professionals who will autonomously lead activities related to tax legislation and policy in alignment with organizational long-term goals. The advisor acts as an internal consultant, providing guidance and oversight to the implementation of operational policies and frameworks. Key responsibilities include monitoring and updating legislative frameworks, initiating new policies through market and best practices research, conducting training sessions, and ensuring compliance with prescribed standards.

Key Responsibilities

• Conduct detailed analysis and research of tax treaties, laws, and guidelines to uncover opportunities to enhance the current legislative framework.
• Develop and support the execution of action plans based on senior management's directives to improve the tax legislative environment.
• Engage with taxpayers through discussion groups to gather insights contributing to legislative document formulation.
• Create and revise tax legislative documents ensuring conformity with established ZATCA standards and integrating internal research outcomes and feedback.
• Prepare necessary documentation for approval by the Governor, ensuring all feedback is incorporated prior to submission.
• Evaluate the effect of amendments in tax treaties and laws on the organization’s legislative framework and generate a comprehensive list of required revisions.
• Draft proposals including detailed issue summaries, objectives, and analysis outcomes aligned with strategic objectives.
• Identify and recommend essential research resources for director approval.
• Regularly review and revise frameworks, effectively identifying all relevant internal and external stakeholders and communicating amendments.
• Define necessary policy, regulation, and guideline modifications informed by comprehensive research and expert consultation.
• Plan and oversee legislative study scopes, methodologies, schedules, and team composition to ensure efficient data collection and validation.
• Facilitate workshops with legal and policy experts to gather input and clarify legislative document requirements.
• Update guidelines and policies in line with research findings and thoroughly review business requirement documents for compliance.
• Ensure the publication of approved legislative documents in official outlets and communicate updates to all stakeholders through various channels to maintain awareness.
• Guarantee that new or revised tax legislative documents are effectively disseminated and evaluated by relevant parties.
• Develop implementation guidelines, tax rulings, and interpretation bulletins, coordinating with related stakeholders for query resolution.
• Manage reporting efforts to highlight legislative impacts, identify implementation challenges, lessons learned, and suggest enhancements.
• Prepare technical tax presentations and educational materials for training purposes.
• Adhere strictly to all applicable policies, procedures, and standard operating protocols ensuring consistent and controlled workflows.
• Assist in resolving escalated issues and provide guidance to junior team members to promote efficient operations.

Education & Experience Requirements

• Holder of a Bachelor's degree in Law or an equivalent qualification.
• A Master’s degree in Business Administration, Law, or a related field is preferred.
• At least five years of pertinent experience in related fields.
