Job Overview
We seek an experienced PMO Portfolio Manager with expertise in overseeing project portfolios, governance, performance evaluation, and executive reporting. The role demands comprehensive management of project portfolios including progress, budgets, resources, risks, and ensuring alignment with strategic organizational goals.
Key Responsibilities
- Oversee the project portfolio ensuring alignment with company strategies and objectives.
- Design and implement project governance frameworks, PMO policies, and operational procedures.
- Monitor projects concerning scope, schedule, budget, resources, risks, and quality deliverables.
- Develop and track KPIs for projects and portfolio; provide periodic reports to executive leadership.
- Create executive dashboards and detailed reports presenting portfolio performance, outcomes, deviations, and risks.
- Ensure adherence to project schedules, milestones, and overall delivery commitments.
- Analyze inter-project dependencies and conflicts, evaluating their impact on the portfolio and instituting corrective actions.
- Manage risks, issues, and changes across projects, implementing effective mitigation plans.
- Assist in prioritizing projects and allocating resources in alignment with strategic priorities.
- Lead portfolio review meetings, document decisions, and monitor implementation of corrective measures.
- Produce executive presentations and reports for senior management and project governance committees.
- Continuously enhance project management methodologies, governance frameworks, and reporting templates.
- Ensure data consistency and accuracy across projects and relevant departments to improve information quality.
- Track benefits realization and attainment of project outcomes.
- Coordinate with project managers and departments to resolve challenges and escalate critical issues appropriately.
- Promote continuous improvement initiatives to advance project management maturity within the company.
Qualifications & Requirements
- Bachelor’s degree in Project Management, Business Administration, Engineering, Information Systems, or related disciplines.
- At least 10 years of practical experience in project management, PMO functions, or portfolio and initiative management.
- Extensive knowledge of PMO governance, portfolio management, and project controls.
- Familiarity with project management methodologies such as PMI/PMBOK and Agile frameworks.
- Experience in preparing executive reports, KPI dashboards, and management presentations.
- Proficient in project management tools including MS Project, Excel, Power BI, or equivalents.
- Skilled in managing risks, issues, changes, and dependencies across multiple projects.
- Strong analytical ability to transform data into insights and informed recommendations.
- Exceptional planning, organizational, prioritization, and follow-up capabilities.
- Excellent communication, stakeholder engagement, and interdepartmental coordination skills.
- Professional certifications like PMP or equivalent project/PMO certifications are preferred.
- Experience in real estate development, construction, or investment project sectors is advantageous.

This position is based in Dhahran, Saudi Arabia.
