Job Overview
Leicestershire County Council seeks a dedicated Planning Obligations Officer to join the Planning Obligations and Systems Team at County Hall, Glenfield, Leicester. This permanent role involves playing a pivotal part in managing developer contributions tied to new developments, ensuring the delivery of essential infrastructure and supporting local communities.
Primary Duties
- Manage and coordinate the County Council's planning obligation requirements generated from development projects, ensuring accurate communication with local planning authorities.
- Undertake a comprehensive review and improvement of the planning obligations and development management data held within the council’s corporate systems, enhancing data precision, completeness, and consistency.
- Collaborate with colleagues to define reliable data standards and enhance reporting capabilities including performance metrics and dashboards.
- Maintain monitoring systems for planning obligations, tracking agreements, payment schedules, infrastructure spend, and related records with accuracy.
- Support negotiation processes with developers, agents, authorities, and internal teams to secure timely and appropriate developer contributions.
- Identify and follow up on outstanding contributions, monitor obligation triggers, and promote compliance to maximize funding for infrastructure through the planning system.
- Contribute to ongoing improvements of processes, systems, and data management practices, preparing the service for upcoming changes like Local Government Reorganisation.
Candidate Requirements
- Possession of an NVQ Level 3 or equivalent certification along with experience working within a local authority planning team.
- Previous exposure to public sector operations, with the ability to interpret S106 or similar legal agreements and prepare effective briefings and reports.
- Demonstrated capability to work both independently with minimal supervision and collaboratively within a team-based environment, especially in customer-facing roles.
- Experience managing numerical or financial information, utilizing IT systems for data storage, management, and retrieval.
- Skill in negotiating complex or sensitive planning matters, aiming to secure and manage infrastructure funding effectively especially in challenging economic contexts.
- Knowledge of legislation and policy guidelines related to planning obligations, county and district planning duties, planning applications, and enforcement.
Additional Information
- The position is full-time with a 37-hour work week based onsite at County Hall, Glenfield.
- The salary range is £36,621 to £40,458 per annum (pro-rata applicable for part-time).
- Application deadline is 13th September 2026, with interviews expected during the week commencing 21st September (dates to be confirmed).
