Role Overview

The Payroll Manager, reporting directly to the Comptroller, is responsible for overseeing payroll operations for the College of the North Atlantic, ensuring precise, punctual, and compliant payroll management across multiple campuses.

Duties and Responsibilities

  • Oversee and approve payroll processes to guarantee accuracy, timeliness, and adherence to regulations.
  • Authorize payroll remittances including payments to government and external agencies.
  • Lead and manage payroll personnel, assigning tasks, supervising performance, and providing training.
  • Offer expert advice on complex payroll computations and resolve payroll-related issues.
  • Engage in payroll processing and calculations when necessary to maintain operational efficiency.
  • Interpret and apply relevant collective agreements, labor laws, and payroll legislation.
  • Stay informed on amendments to payroll laws, CRA standards, and WorkplaceNL guidelines.
  • Examine payroll liability reconciliations and troubleshoot inconsistencies.
  • Direct CRA and PIER reconciliations along with managing related communications.
  • Coordinate annual WorkplaceNL reporting and premium calculations.
  • Maintain communications with CRA, WorkplaceNL, and other payroll-related agencies.
  • Manage year-end payroll activities such as T4 issuance and resolving related queries.
  • Supervise T4A reporting and other mandatory filings.
  • Compile provincial compensation disclosures and prepare payroll-related statistical reports.
  • Provide counsel on payroll journal entries to support financial reporting accuracy.
  • Support audit processes and uphold robust internal controls.
  • Collaborate with Human Resources on employee data changes affecting payroll and interpret collective agreements accordingly.
  • Provide informed payroll updates and guidance to the Comptroller and Director of Finance.
  • Develop and refine payroll workflows and procedures to foster continuous enhancements.
  • Perform other relevant duties as assigned.

Qualifications and Criteria

  • A degree in Business Administration, Commerce, or related field is required; equivalent credentials may be considered.
  • Prior payroll experience with supervisory responsibilities is essential.
  • Preferred certifications include Payroll Compliance Professional (PCP) or Payroll Leadership Professional (PLP).
  • Strong knowledge of Canadian payroll laws, CRA regulations, WorkplaceNL requirements, and labor standards legislation.
  • Familiarity with payroll accounting principles, reconciliation techniques, and financial reporting.
  • Proficiency in payroll software and related technological tools.
  • Excellent analytical and problem-solving skills to address complex payroll challenges.
  • Effective communication abilities to convey intricate information clearly.
  • Capability to interpret policies, laws, and agreements accurately.
  • Ability to prioritize tasks, meet deadlines, and handle competing demands.
  • Demonstrated leadership skills to manage and support payroll teams.
  • Maintain strict confidentiality regarding payroll and employee information.

Conditions and Additional Information

  • A recent satisfactory Certificate of Conduct may be required upon employer request.
  • Verification of educational credentials and relevant professional licences or certifications is mandatory.
  • Credentials obtained outside Canada must undergo evaluation to confirm equivalency.
  • The position is based at the College Headquarters in Stephenville, Newfoundland and Labrador.
  • Flexible work arrangements, including telecommuting within the province, may be available subject to eligibility, though some on-site presence is expected.
