Operations Manager

Role Overview

The Head of Operations oversees daily Facilities Management services delivery, ensuring mechanical, electrical, and plumbing (MEP) systems and related maintenance tasks run safely, efficiently, and meet contractual standards. This position leads operations across various sites, guaranteeing that service quality, timelines, and client expectations are consistently met. Key responsibilities include operational leadership, budgeting, resource management, process improvements, team supervision, client and supplier relations, and contractual compliance.

Key Responsibilities

• Manage daily Facilities Management activities such as planned, preventive, corrective, and emergency maintenance.
• Maintain MEP systems and equipment according to approved standards and schedules.
• Ensure timely completion of work orders and service requests within agreed contractual timeframes.
• Develop operational plans aligned with organizational goals, contracts, and client needs.
• Create and refine standard operating procedures, workflows, and controls to boost efficiency and quality.
• Support transition from RFMS to AAFM systems by coordinating resources and ensuring service continuity.
• Manage budgets, forecasts, and expenditure, identifying opportunities for cost savings.
• Plan resource allocation including manpower, equipment, materials, and spare parts based on site priorities.
• Oversee procurement processes to avoid delays in resource availability.
• Lead supervisors, engineers, technicians, and operational staff to attain service delivery goals.
• Set performance standards, allocate tasks, and monitor attendance, discipline, productivity, and work quality.
• Identify training needs and provide coaching to enhance technical and leadership skills.
• Supervise contractors and suppliers to ensure adherence to scope, service levels, quality, and timelines.
• Resolve contractor-related issues promptly and coordinate with procurement and finance departments.
• Maintain professional relations with clients, report operational updates, and manage complaint resolutions.
• Ensure compliance with contractual, statutory, health, safety, and environmental regulations.
• Conduct inspections, quality audits, and follow-up on deficiencies.
• Promote safety culture and manage incident reporting and investigations.
• Monitor key performance indicators (KPIs) including budget adherence, maintenance completion, work-order fulfillment, equipment uptime, workforce productivity, quality metrics, client satisfaction, compliance, and operational milestones.
• Prepare comprehensive operational reports and support data-driven decision-making.

Qualifications & Experience

• Bachelor’s degree in Mechanical, Electrical, MEP Engineering, or related technical field.
• At least 5 years’ experience in Facilities Management operations with supervisory or management roles.
• In-depth technical knowledge of MEP systems, preventive maintenance, and building services operations.
• Fluent Arabic speaker with strong professional English communication skills.
• Proficient in operational planning, budgeting, manpower management, and cost control.
• Familiarity with Facilities Management contracts, SLAs, and KPI tracking.
• Demonstrated leadership skills with emphasis on team development and performance management.
• Strong client relationship management, negotiation, and problem-solving abilities.
• Experienced in handling multiple sites and operational priorities including emergencies.
• Knowledge of CAFM, CMMS, ERP, or similar FM software is beneficial.
• Prior experience in GCC or Qatar Facilities Management industry advantageous.
• Ability to analyze data, prepare reports, and make informed decisions.
