NET Core Development Team Lead

About the Role

We are looking for a seasoned NET Core Development Team Lead to architect, develop, and deliver secure enterprise-level web applications, primarily serving governmental or highly regulated sectors. This position requires leading development teams, overseeing project deliveries, defining software quality benchmarks, and ensuring conformance to integration, cybersecurity, governance, and performance standards.

Key Responsibilities

• Lead and manage development teams by assigning tasks, tracking progress, and guaranteeing superior output quality.
• Architect, implement, and sustain enterprise web applications leveraging .NET Core along with other Microsoft technologies.
• Direct complex systems integration efforts, utilizing APIs, RESTful services, Web Services, and SOAP protocols.
• Supervise frontend application development primarily using Angular framework.
• Promote Agile/Scrum methodologies by facilitating sprint planning, task prioritization, and execution oversight.
• Establish and maintain DevOps practices including continuous integration, deployment automation, and release cycles.
• Design scalable distributed systems following Microservices architectural patterns.
• Implement Domain-Driven Design concepts during solution design and development phases.
• Conduct regular code reviews, enforce coding standards, and uphold software quality and security protocols.
• Optimize SQL Server database architecture, data modeling, and system performance tuning.
• Utilize the OutSystems platform as needed within project scopes.
• Ensure all technical solutions comply with cybersecurity guidelines, governance standards, data privacy, and access-control policies.
• Support adherence to National Cybersecurity Authority (NCA) and Digital Government Authority (DGA) compliance within deployed solutions.
• Lead and enhance enterprise Board and Committee Management Systems, including technical integrations and governance measures.
• Collaborate closely with cross-functional teams such as infrastructure, cybersecurity, business analysis, quality assurance, DevOps, and project management.
• Identify and mitigate technical risks, troubleshoot complex challenges, and ensure timely completion of milestones.

Candidate Requirements

• A bachelor’s degree in Information Technology, Computer Science, Software Engineering, or related discipline.
• At least 12 years of experience in web application development using .NET Core and Microsoft stack technologies.
• Minimum of 5 years’ leadership experience managing software development teams and coordinating technical deliverables.
• Over 3 years actively working in Agile/Scrum project environments.
• At least 10 years of hands-on development using Angular for frontend applications.
• Strong expertise with DevOps toolchains and continuous integration/continuous deployment (CI/CD) pipelines.
• Extensive experience integrating complex systems via REST APIs, SOAP, and Web Services.
• Proficient in applying Domain-Driven Design, Microservices, and distributed system architectures.
• Advanced knowledge in SQL Server database design and performance optimization.
• Practical experience using OutSystems low-code development platform.
• Deep understanding of information security principles, secure coding practices, and thorough code review processes.
• Preferably experienced in governmental organizations or financial institutions with stringent security and compliance mandates.
• Familiarity with compliance and control requirements from NCA and DGA.
• Prefer candidates with Microsoft Certified Professional Developer (MCPD) credentials.
• Strong analytical, problem-solving, decision-making, and risk management abilities regarding technical challenges.
• Fluency in both Arabic and English languages is advantageous for communication.
