Job description

Job Overview

We are looking for a skilled MEP Billing Engineer to oversee billing, quantity estimation, measurement verification, and cost control for Mechanical, Electrical, and Plumbing projects. This position requires preparing contractor invoices, validating quantities, coordinating with project teams, and ensuring all documentation is complete and payments are certified promptly.

Key Duties

  • Compile and authenticate Running Account (RA) bills, final bills, and subcontractor invoices related to MEP works.
  • Validate site-executed quantities against approved Bills of Quantities (BOQs) and designs.
  • Track project progress and prepare detailed measurement sheets to facilitate billing.
  • Manage timely submission and verification of contractor billing documents.
  • Verify quantities for systems such as HVAC, Electrical, Fire Fighting, Plumbing, and ELV.
  • Monitor budgeting and highlight cost variances throughout project progression.
  • Assist in preparing cost estimating, quantity reconciliation, and BOQs.
  • Identify and report deviations, variations, and additional work requirements.
  • Maintain comprehensive billing documentation, contracts, measurement books, and work orders.
  • Review contractual agreements, rate analyses, and payment clauses.
  • Collaborate with contractors and consultants to obtain billing approvals and certifications.
  • Liaise with project managers, site engineers, and consultants for quantity validation.
  • Monitor progress against billing milestones and compile regular MIS reports detailing billing and cost status.
  • Participate in monthly cost reviews and financial project reporting.
  • Ensure all billing activities comply with contract terms and project standards.
  • Support audits by maintaining accurate billing and measurement records.
  • Confirm executed works meet project specifications before authorizing payment certification.

Requirements

  • Bachelor's degree or Diploma in Mechanical, Electrical, Civil Engineering, or a related field.
  • Certification in Quantity Surveying or Contract Management is advantageous.
  • At least 8 years' experience in MEP billing and quantity surveying.
  • Prior involvement in commercial buildings, hotels, hospitals, IT parks, high-rise structures, or industrial projects is preferred.
  • Proven expertise in contractor billing, BOQ handling, and cost control procedures.
