About the Organization

The U.S. Army Installation Management Command (IMCOM) manages day-to-day operations and quality of life programs for Army installations globally. Updates and information about IMCOM are available on official Army sites such as home.army.mil/imcom and dvidshub.net, which provide insight into its mission to support soldiers, families, and installation services.

Role Overview

This full-time, on-site position based in Stuttgart, Germany involves directing long-term planning and facility development for Army installations. Responsibilities include evaluating current and future mission demands, drafting comprehensive development plans, and coordinating infrastructure projects with engineering, environmental, and operational teams.

Key Duties

  • Support master planning for current and anticipated stationing and modernization needs within the European Theater.
  • Provide specialized space planning guidance using IMCOM’s Space Planning and Criteria Manual.
  • Offer advisory support on master planning, military construction, and space management, collaborating with real property and real estate divisions.
  • Assist programs such as Real Property Planning and Analysis Systems and Army Stationing and Installation Plan.
  • Review installation Master Plans, Site Plans, DD 1391 forms, and Real Property Planning Board submissions for technical and regulatory compliance.
  • Analyze program execution against Department of War, Headquarters Department of Army, and IMCOM objectives.

Required Qualifications

  • Proven experience in master planning, urban or regional planning, and facility or land use planning within complex or public-sector settings.
  • Ability to interpret and apply planning standards, building codes, environmental regulations, and installation development criteria.
  • Skilled in planning and mapping software such as GIS, CAD, or equivalent tools to create clear plans and presentations.
  • Strong analytical skills including data collection, trend analysis, and translating operational requirements into actionable plans.
  • Excellent communication and collaboration abilities to engage multidisciplinary teams and convey planning recommendations effectively.
  • Bachelor’s degree or higher in urban planning, regional planning, architecture, engineering, geography, or a related discipline, or equivalent relevant experience.
  • Willingness and ability to work on-site in Stuttgart while managing multiple projects and deadlines within a policy-driven environment.
  • Experience with military installations, government agencies, or large campus-style facility planning is advantageous.
