Manager Digital Partnerships

About the Position

This role involves leading the digital delivery portfolio within the Business Technology & Information Services (BTIS) directorate at the Ministry for Primary Industries (MPI) in Wellington. It is a fixed-term contract until October 2027. The manager will oversee the Project Management and Business Analysis teams, ensuring effective governance, risk management, and portfolio health through thorough assurance and reporting. As part of BTIS leadership, the role also contributes to wider organizational priorities while managing a team of about seven individuals including customer engagement, Project Managers, and the Business Analysis Lead.

Key Responsibilities

• Direct project management and business analysis functions within MPI's digital portfolio.
• Provide comprehensive oversight and governance of digital projects.
• Identify and manage risks across the portfolio.
• Prepare detailed reports for senior leaders and governance bodies.
• Maintain consistent and appropriate delivery frameworks and processes.
• Lead and develop a team of approximately seven staff members.
• Oversee demand management and resource allocation.
• Support project governance and assurance initiatives.
• Manage operational, financial, and personnel matters related to the portfolio.
• Contribute actively to BTIS leadership team goals and decisions.

Candidate Profile

• Proven experience leading PMO, project delivery, or programme management teams with strategic portfolio oversight and governance.
• Strong grasp of project and programme delivery methodologies including both waterfall and agile frameworks.
• Experienced in applying governance and assurance procedures effectively.
• Exceptional leadership abilities with strong interpersonal and stakeholder engagement skills.
• Pragmatic and sound decision-making skills, balancing detail orientation with big-picture thinking.
• Familiarity with strategic and business planning processes.
• Excellent written and verbal communication capabilities.

Team Overview

The role is situated within the BTIS directorate's team that provides expertise in customer engagement, project management, and business analysis to support MPI’s digital projects. The team manages a range of technology initiatives that deliver consistent and innovative digital service outcomes across various business units and locations nationwide.
