Job description

Position Overview

The role involves delivering specialized legal advice, conducting studies, and providing expert opinions across various operational areas of the department. The incumbent is responsible for analyzing legislation and drafting, reviewing contracts, agreements, decisions, and legal memoranda. The position supports resolution of legal disputes, risk management, and legislative system enhancements pertinent to the department’s mandates, ensuring legal soundness and protection of departmental and Dubai government interests, in accordance with established legislation and policies.

Key Responsibilities

  • Provide expert legal consultations and opinions related to the department’s scope, examining legal inquiries and proposing fitting recommendations to aid decision-making processes.
  • Analyze federal and local laws, regulations, decrees, and related statutory instruments to interpret provisions, assess implications on department operations, and advise on their application.
  • Contribute to the preparation, review, and development of draft legislations, regulations, and decrees in cooperation with regulatory units and relevant entities.
  • Prepare specialized legal research studies addressing emerging issues or legislative gaps, recommending appropriate legal solutions and alternatives.
  • Draft and review diverse contracts, agreements, memoranda of understanding, and legal documents, commenting on their clauses to ensure legal integrity and safeguard the department’s rights and interests.
  • Engage in legal negotiations regarding contracts, settlements, and related matters, offering legal perspectives and alternatives to defend the department’s position and interests.
  • Assess legal disputes, claims, and issues involving the department; prepare and review legal memoranda, defenses, collect evidence and coordinate follow-ups with pertinent bodies.
  • Represent the department in legal, judicial, and legislative forums as authorized, actively participating in processes to defend the department’s rights and interests.
  • Evaluate legal risks arising from departmental activities, legislative changes, or contractual obligations; propose preventive legal measures to mitigate such risks.
  • Draft, review, and verify administrative decisions, memoranda, correspondence, and related legal documents ensuring their consistency with applicable laws and regulations.
  • Identify legislative gaps and challenges encountered in practical implementation; suggest modifications and solutions that enhance regulatory frameworks and enforcement efficacy.
  • Monitor legal and legislative developments at local and federal levels relevant to the department; analyze their legal impacts and propose necessary adjustments or responses.
  • Assist in formulating policies, manuals, procedures, and legal templates supporting the legal office, recommending improvements to elevate service quality and legal practice standards.
  • Promote legal awareness and knowledge-sharing internally by preparing legal materials, guidelines, and actively participating in educational workshops and awareness programs related to the department’s jurisdiction.
  • Perform any other duties as assigned related to the nature of the work.

Qualifications

  • Minimum of a Bachelor's degree in Law.
  • At least 1 year of experience for Bachelor's degree holders, 9 years for Master's degree, or 6 years for Doctorate holders in relevant fields.
  • Additional professional certifications pertinent to the role are desirable, including Certificate in Business and Commercial Law and Certified Professional Contract Manager (CPCM).
