Role Overview
This Human Resources Specialist position involves applying a comprehensive range of HR practices and policies to offer advisory and technical support to management. The role includes conducting job analyses in collaboration with subject matter experts, preparing vacancy announcements, assessing applicant qualifications, setting pay scales, and managing recruitment and placement procedures, including reduction in force efforts. The specialist will also employ classification standards to ensure accurate job classifications and assist in performance management by advising employees and supervisors on performance plans and awards.
Conditions of Employment
- The appointment may require a suitability or fitness determination through a background check.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- Proof of U.S. citizenship is mandatory.
- Applicants must adhere to the Exceptional Family Member Program requirements per DoD Instruction 1315.19.
- Compliance with DoD Civilian Personnel Management System policies for employment in foreign areas and employee return rights is necessary.
- Direct deposit of pay is compulsory.
- U.S. citizens residing overseas under ordinarily resident status are ineligible under the Status of Forces Agreement.
- A Personnel Security Investigation will be conducted.
- The initial overseas tour duration is 36 months.
- Selected candidates may be promoted to the target grade without additional competition when eligible.
- Signing a mobility agreement and Army Fellows Participant Agreement upon selection is required.
- Host nation medical and dental care may be available, though quality and availability vary by location.
- Pay retention might be offered to selected overseas employees but not between overseas positions.
- Defense National Relocation Program benefits are not authorized.
- No locality pay applies overseas.
Qualifications and Eligibility
Applicants must fall under one of several designated employment authority categories, such as current Department of the Army civilians applying to overseas positions, domestic defense workforce members, family member preferences, or veterans' preference programs. Documentation proving eligibility is mandatory.
Qualification requires one year of specialized experience involving interpreting HR regulations, recruiting by creating job postings, or evaluating applicant qualifications—typical of a GS-05 level. Alternatively, candidates may qualify through:
- Completion of one full year of graduate-level education in relevant fields (e.g., HR management, public administration, business, psychology, law, data analytics, management science, economics, international affairs, or related areas).
- Superior Academic Achievement during a bachelor's program as demonstrated by class standing, GPA thresholds, or national honor society membership.
- A combination of education and experience equaling 100% of the qualification requirements calculated by specified methods.
Applicants with prior Federal service in the last 52 weeks must meet specific time-in-grade requirements.
