Job description

Position Overview

HRGF is searching for a capable and seasoned Human Resources Director to oversee and manage the full scope of HR functions within the company in Riyadh, Saudi Arabia. The suitable candidate must possess a minimum of eight years of HR experience in Saudi Arabia, demonstrating an in-depth understanding of Saudi Labor Law, Saudization programs (Nitaqat), social insurance (GOSI), and key government HR platforms such as Qiwa, Mudad, Muqeem, Absher Business, and the Ministry of Human Resources and Social Development.

Core Duties and Responsibilities

  • Create and enforce HR strategies, policies, and procedures that support the company's objectives.
  • Supervise all human resource activities including hiring, onboarding, performance evaluation, employee relations, compensation, and benefits management.
  • Maintain full compliance with Saudi labor regulations and governmental mandates.
  • Manage Saudization (Nitaqat) compliance and continuously enhance adherence.
  • Oversee GOSI registrations, contributions, and employee insurance management effectively.
  • Administer various government HR portals and systems for seamless HR operations.
  • Formulate workforce planning to align with business expansion goals.
  • Lead recruitment for executive positions and develop succession plans.
  • Deploy performance management frameworks and staff development programs.
  • Supervise payroll, compensation frameworks, and employee perks.
  • Address employee grievances, disciplinary matters, and resolve conflicts constructively.
  • Compile HR budgets, workforce plans, and periodic reports for management.
  • Establish and track HR performance metrics and KPIs.
  • Drive initiatives for employee motivation, retention, and recognition.
  • Ensure all employee contracts and documentation fulfill legal standards.
  • Provide tactical HR consultation to senior leadership and department heads.
  • Lead organizational change, restructuring efforts, and workforce optimization.
  • Update HR policies and employee handbook regularly.
  • Coordinate HR audits and prepare for inspections by government agencies.
  • Build and maintain cooperative relationships with external government bodies and related stakeholders.

Candidate Qualifications

  • A Bachelor's degree in Human Resources, Business Administration, or related disciplines is required.
  • A Master’s degree or MBA is advantageous.
  • Professional certifications like SHRM-SCP, SPHR, CIPD Level 7, or HRCI add value.

Experience Profile

  • At least eight years of progressive HR experience with three to five years fulfilling leadership roles.
  • Demonstrated expertise working within the Saudi Arabian labor environment.
  • Extensive familiarity with Saudization initiatives and related governmental HR practices.
  • Proven capability in HR policy formulation and spearheading organizational changes.
  • Strong payroll and compensation administration experience.
  • Preferred experience managing interdisciplinary HR teams.

  • Proficiency with Microsoft Office and HRIS technology platforms.
  • Fluency in English is necessary; Arabic language skills are preferred.

  • Experience in engineering consultancy, EPC, construction, or industrial sectors is an advantage.
