Position Overview
The Senior HR Business Partner is a pivotal strategic advisor to the Head of HR for Singapore, responsible for translating corporate strategies—including emerging manpower demands due to ongoing business shifts—into actionable workforce planning. This role involves proactively crafting workforce plans, identifying skill and headcount gaps, and advising leadership on employment compliance. The position works closely with Recruitment and HR Operations teams to ensure seamless transition from planning to execution.
Key Responsibilities
- Collaborate with HR leadership and department heads to convert business strategies into workforce and headcount plans, considering build, buy, borrow, and redeployment approaches.
- Lead regular and special workforce planning initiatives, forecasting manpower needs against existing structures.
- Perform capability and skills gap assessments aligned with future objectives and recommend strategies covering reskilling, upskilling, hiring, or restructuring.
- Design new roles, job families, and hierarchical structures to support emerging business directions.
- Serve as the main HR consultant and trusted advisor for designated business units on all people-related matters.
- Analyze HR data such as attrition rates, vacancy statistics, engagement surveys, and exit interviews to inform data-driven insights and recommendations.
- Partner with business leaders to translate ambiguous manpower needs into precise HR action plans amid business pivots.
- Maintain strong stakeholder relationships through ongoing business and operation reviews and consultations.
- Offer guidance on Singaporean employment laws, Ministry of Manpower regulations including work pass systems, Employment Act, and Tripartite guidelines.
- Collaborate with HR Operations to ensure organizational changes comply with regulations and internal policies, addressing gaps as they arise.
- Provide counsel on complex or sensitive employee relations cases, ensuring sound judgement within local legal parameters.
- Work closely with Recruitment to convert workforce plans into hiring strategies, prioritizing critical roles and refining sourcing methods.
- Partner with HR Operations to accurately reflect structural changes and headcount updates in HRIS, contracts, and policies.
- Represent Singapore HR in key business and management forums as a strategic advisor.
Qualifications and Experience
- 8 to 10 years of progressive experience in HR, predominantly in HR Business Partnering or workforce planning roles, with a focus on Singapore teams during organizational transformations.
- A degree in Human Resources, Business Administration, or a closely related discipline.
- Familiarity with Singapore employment legislation, Ministry of Manpower guidelines, and work pass frameworks (Employment Pass, S Pass, Work Permit).
- Strong skills in stakeholder management and cross-functional HR collaboration, capable of influencing without formal authority.
- Experience handling or supporting substantial workforce sizes is preferred.
- Proven ability in workforce planning and conducting skills gap analyses.
- Competent in analyzing HR metrics and data to formulate actionable recommendations.
- Excellent communication and presentation capabilities, demonstrating sound judgment in fast-evolving and uncertain business environments.
- Proficiency in Microsoft Excel or Google Sheets and familiarity with HRIS platforms.
