Job Role Overview
We are seeking a committed and meticulous HSE Engineer to join our team in Riyadh, Saudi Arabia. The role involves establishing, executing, and maintaining robust Health, Safety, and Environment management systems in our operations. This position requires strong analytical capabilities, teamwork, and dedication to cultivating a safety-first culture. You will be responsible for collaborating with diverse teams, contractors, and stakeholders to ensure adherence to HSE standards in compliance with Saudi regulations and global best practices, continually enhancing safety outcomes.
Key Responsibilities
- Develop, review, and update comprehensive Health, Safety, and Environment Management Plans aligned with Saudi Arabian laws and company policies.
- Plan and conduct ongoing site monitoring, including inspections, audits, tours, and safety evaluations across all operational areas.
- Create and manage competency frameworks and training matrices for HSE teams to ensure up-to-date certifications and skills.
- Lead regular safety meetings, workshops, and inspections, documenting findings, actions, and resolutions with transparency.
- Assess and approve HSE documentation such as plans, method statements, and risk assessments submitted by contractors and subcontractors.
- Perform hazard identification and risk assessment activities, communicating control measures clearly to stakeholders.
- Disseminate HSE policies, objectives, standards, and hazard information effectively to all personnel and contractors.
- Conduct pre-start safety meetings with contractors and vendors to set clear expectations and requirements.
- Track and analyze HSE performance metrics, detecting non-compliance and implementing timely corrective actions.
- Investigate accidents, incidents, and near misses, preparing detailed reports and recommending preventive measures.
- Support the planning and execution of emergency response, including security and traffic management arrangements.
- Maintain detailed HSE records and prepare regular reports for management evaluation.
- Work closely with project teams and designers to incorporate HSE requirements throughout operations.
- Offer technical advice, coaching, and support on HSE compliance and best practices to contractors and team members.
- Remain updated on evolving HSE regulations and industry standards, proposing improvements and innovative solutions.
- Promote a collaborative, inclusive safety culture that values open communication and continuous advancement at all organization levels.
Candidate Qualifications
- Bachelor’s degree in Occupational Health and Safety, Engineering, Environmental Science, or similar fields.
- Level 5 or higher certification in Occupational Health and Safety, such as NEBOSH Diploma, IOSH Level 5, NVQ Level 5, or OTHM Level 6.
- Professional certifications like CM/Cert.-IOSH, CSP, CRSP, or MIIRSM are required.
- ISO 45001:2018 Lead Auditor certification necessary.
- At least 10 years of professional experience managing Health, Safety, and Environment systems.
- Proven experience in sectors such as construction, industrial, manufacturing, or oil and gas.
- Strong background in safety audits, inspections, incident investigations, contractor management, and compliance enforcement.
- Preferred experience in supervisory or consulting roles.
- Knowledge and experience with Saudi Arabian HSE regulations and labor laws are beneficial.
- Excellent analytical, problem-solving, communication (English), and organizational skills.
- Skilled with HSE documentation, risk assessment tools, and reporting software.
- Capability to develop and deliver safety training and toolbox talks effectively.
- Demonstrates resilience and decisiveness under pressure.
- Committed to fostering continual safety improvements and innovation.
- Adaptable to multicultural working environments with experience managing diverse international teams.
- Familiar with Vision 2030 safety guidelines and industry-specific safety standards.
