Job description

Position Overview

We are looking for a skilled HR Workforce Specialist to join our team on a contract basis from December 2026 to February 2026, based in Khobar/Dammam, Saudi Arabia. This role demands a highly analytical professional with a strong commercial focus to support staffing for large-scale international sporting events and tournaments. You will be responsible for creating scalable workforce plans, optimizing workforce structures, managing stakeholder expectations, and ensuring staffing solutions that are both cost-effective and operationally aligned.

Key Responsibilities

  • Convert business demands and operational goals into effective workforce plans coordinated with event schedules, milestones, and venue readiness.
  • Create workforce forecasts accounting for event size, expected attendance, operational complexity, and functional roles.
  • Formulate detailed manpower plans encompassing all operational functions including venue management, hospitality, security, accreditation, logistics, and guest services.
  • Adapt workforce planning dynamically in response to real-time event demands and changes.
  • Collaborate closely with functional leaders to grasp workforce needs, offering challenges when necessary to maintain operational and commercial harmony.
  • Use data-driven analysis to recommend workforce strategies balancing quality, cost, and feasibility.
  • Influence management through structured, evidence-based workforce insights.
  • Handle competing workforce needs across departments and locations.
  • Create and maintain monitoring dashboards showcasing hiring status, headcount statistics, deployment readiness, and utilization rates using advanced Excel functionalities like XLOOKUP, VLOOKUP, Pivot Tables, and customized formulas.
  • Track key performance indicators (KPIs) such as hiring speed, vacancy trends, readiness, and per-resource costs to inform leadership.
  • Manage budgets related to the workforce, including salary, accommodation, travel, allowances, insurance, and statutory contributions like GOSI, identifying cost optimization opportunities without impairing delivery.
  • Develop financial forecasts supporting event workforce staffing costs.
  • Assess and propose efficient workforce structures that emphasize appropriate distribution of managerial and specialist roles.
  • Drive optimal allocation of staff across venues and departments to maximize efficiency and minimize idle resources.
  • Implement cost-reduction strategies via optimized grading, local hiring approaches, smart shift planning, and reduced dependency on external agencies.
  • Deliver operational decision support balancing readiness, workforce quality, service standards, and budget restrictions, particularly during live event execution.
  • Proactively recognize workforce risks and develop mitigation tactics.
  • Support mobilization and real-time adjustments of workforce in large-scale sporting events and tournaments ensuring readiness and responsiveness.

Required Qualifications and Experience

  • Bachelor’s degree in Human Resources, Business Administration, or a closely related discipline.
  • Minimum of 5 to 8 years’ experience specializing in HR workforce planning, resource management, or HR operations.
  • Demonstrated expertise in managing workforce for sports events, mega-events, exhibitions, or similarly large projects.
  • Track record in workforce budgeting and cost optimization practices.
