Role Purpose

The HR Manager will oversee daily People and Culture operations in Rwanda, focusing on end-to-end recruitment, onboarding, employee learning and development, engagement, performance management cycles, and HR administration. This role collaborates closely with managers, country leadership, and the Global People team to implement consistent, employee-centered HR practices and ensure smooth, compliant HR operations.

Key Responsibilities

  • Manage full-cycle recruitment for country roles including coordinating workforce requisitions, job postings, candidate sourcing and screening, conducting interviews, administering reference checks, extending offers, and maintaining candidate communications.
  • Work alongside hiring managers to define role specifications, selection criteria, interview schedules, and hiring timelines.
  • Develop and sustain effective recruitment channels such as agencies, professional networks, and employee referrals.
  • Ensure all recruitment processes are impartial, consistent, well-documented, and comply with GiveDirectly policies and local labor laws.
  • Monitor recruitment metrics (time-to-hire, pipeline status, offer acceptance rates) and recommend process enhancements.
  • Support employer branding and build talent pipelines for recurring and high-volume hiring needs.
  • Coordinate onboarding processes to provide new employees with consistent introductions to GiveDirectly’s organizational culture, roles, systems, and policies.
  • Oversee local learning and development initiatives in partnership with leadership and the Global People Team, managing training schedules, participation tracking, and learning evaluations.
  • Guide managers on employee development, performance improvement plans, career discussions, and effective people management.
  • Gather feedback on onboarding and training efficacy and provide insights to leadership.
  • Foster a strong values-driven culture through employee communications, HR policies, and engagement activities including surveys, recognition, well-being programs, and team events.
  • Serve as the first point of contact for routine employee relations queries, resolving straightforward issues and escalating complex or sensitive matters appropriately.
  • Monitor employee sentiment and potential engagement risks, alerting management as necessary.
  • Manage performance management cycles: communications, timelines, documentation, and reporting, while supporting managers with guidance and escalating complex cases.
  • Handle offboarding including resignations, contract completions, exit interviews, clearances, and documentation, while analyzing turnover data and exit feedback for trends.
  • Maintain daily HR operations including employee records, contracts, leave tracking, HR information system updates (e.g., BambooHR), and benefits administration.
  • Ensure employment compliance through work permit and visa management aligned with local regulations.
  • Respond promptly to employee HR inquiries, communicate policy updates clearly, and apply HR policies fairly, escalating complex legal or disciplinary issues as needed.
  • Produce regular HR reports and dashboards covering headcount, recruitment, turnover, leave, performance, learning, and other key metrics.
  • Identify and recommend improvements to administrative processes, workflows, and employee experience enhancements.
  • Support audits, data requests, and HR projects by providing timely and accurate information.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, Management, or related discipline.
  • Minimum of 4 years of progressive, hands-on HR experience with a strong background in employee relations including counseling on workplace issues, conflict resolution, and performance management.
  • Solid understanding of local labor laws and HR best practices with a commitment to fair, consistent policy application.
  • Experience encompassing core HR functions such as recruitment, performance management, employee engagement, learning and development, and HR administration.
  • Excellent interpersonal and communication skills with discretion and sound judgment in handling confidential employee matters.
  • Highly organized, able to prioritize multiple responsibilities in a dynamic setting.
  • Familiarity with HRIS platforms like BambooHR or Payspace is advantageous.
  • Strong alignment with GiveDirectly’s core values.
