About the Role

The Head of Billing & Contracts holds comprehensive responsibility for the performance and management of the Billing & Contracts Department within construction, real estate, and infrastructure sectors. Reporting directly to management or the Director of Contracts & Commercial, this role is pivotal in overseeing client and subcontractor work orders, billing, contract administration including amendments and variations, and final account settlements. The incumbent will implement and uphold a strong control framework ensuring segregation of duties and accountability.

Primary Duties

  • Lead the Billing & Contracts Department by establishing and refining processes, standard operating procedures, workflows, and control mechanisms.
  • Distribute project tasks and responsibilities among contract managers, executives, and billing staff, setting clear KRAs, targets, and deadlines.
  • Supervise preparation, review, finalization, and administration of client and subcontractor work orders ensuring alignment with approved scopes, BOQs, rates, payment terms, and other commercial conditions.
  • Coordinate the transfer of approved tenders into contractual agreements by reviewing scopes, terms, exclusions, and risks with cross-functional teams.
  • Manage billing activities to guarantee timely and precise client RA and final bills, establish billing schedules, and monitor outstanding payments and certification delays.
  • Oversee handling of contract amendments and variations including client and subcontractor changes, ensuring documentation and approvals are in place and commercial impacts are assessed.
  • Ensure strict contract administration and compliance with contractual terms such as retention, advances, recoveries, and payment conditions while identifying risks and escalating when necessary.
  • Implement and supervise a Maker-Checker-Approver system to enforce segregation of duties, compliance with delegation of authority, and maintain thorough audit trails.
  • Engage and maintain effective commercial coordination with client representatives and subcontractors, participate in key negotiations, and guide resolution of contractual matters.
  • Develop and maintain comprehensive MIS reports showing the status of work orders, billing metrics, amendments, final accounts, and highlight commercial risks.
  • Direct final account closure activities ensuring completion of all measurements, reconciliations, and documentation for client and subcontractor contracts.
  • Lead and mentor the departmental team comprising contract managers, billing engineers, quantity surveyors, and support personnel through effective work allocation, performance evaluation, training, and manpower planning.

Qualifications

B.Tech or B.E. degree in any specialization is required.

Experience

Minimum 20 years of extensive experience in construction, real estate, or infrastructure industries with a strong background in billing and contracts management.

Additional Information

The role demands coordination between head office, project sites, finance, planning, and purchase teams. The incumbent is held accountable for departmental performance including contract administration, billing accuracy, contract compliance, and commercial process controls.
