About the Role

The Grants and Compliance Manager will oversee the compliant execution of the project in Uganda, ensuring adherence to grant terms, milestone achievements, agreement administration, and financial management in line with donor guidelines and organizational policies.

Key Responsibilities

  • Act as the main liaison for grant financial management and compliance with program teams, sub-awardees, global and country finance staff, ensuring awareness of donor directives.
  • Participate in project initiation, mid-term, and closure meetings to clarify finance-related expectations.
  • Assist global and local teams in resolving grant condition inquiries and modifications.
  • Support sub-award agreement creation, review, and approval while ensuring compliance with institutional and donor standards, managing amendments as necessary.
  • Evaluate and assist partners’ financial capacity and compliance where exceptions in sub-awards exist, developing corrective action plans.
  • Enforce safeguarding policies with sub-awardees and conduct related assessments.
  • Maintain a systematic tracking and communication platform to oversee sub-awardee reporting deadlines and compliance.
  • Review and analyze sub-awardee reports, comparing milestones to expenditures, addressing financial issues, recommending reimbursements, and resolving cost disputes.
  • Prepare financial reconciliations and budget monitoring reports using CRS financial systems.
  • Co-author progress reports linking milestone completion to expenditures, analyzing financial deviations.
  • Support finance-related queries from CRS and sub-grantee teams, clarifying budget and reporting requirements.
  • Develop operational tools and communication materials to promote donor compliance on matters such as timekeeping, travel, procurement, and safeguarding.
  • Coordinate financial audit preparations, manage audit recommendations, and oversee financial project close-out.
  • Provide oversight in preparing follow-on budgeting and milestone plans ensuring realistic and accurate cost estimations.

Qualifications and Experience

  • Bachelor’s degree in Finance, Accounting, or a related discipline.
  • A minimum of 3 years’ experience in progressive grants management roles.
  • Strong background in financial and program management, including budget setting and monitoring.
  • Preferred: Master’s degree in Finance, Accounting or related field.
  • Preferred: Professional accounting certification such as ACCA, CPA, or equivalent.

Knowledge and Skills

  • In-depth understanding of US Government funding mechanisms and compliance requirements.
  • Experienced with grant financial reporting processes.
  • Familiarity with JDE and/or Oracle enterprise systems is preferred; proficiency in Microsoft Office suite is required.
  • Comprehensive knowledge of fund accounting and US government regulations pertinent to non-profit entities.
  • Strong communication and presentation capabilities with the ability to train both financial and non-financial staff effectively.
  • Excellent verbal and written communication alongside interpersonal skills.
  • Highly organized, self-motivated with sound planning skills.
  • Capable of working collaboratively in intercultural teams as well as independently.
  • Strong customer service orientation.

Additional Information

  • Language Requirement: Proficient written and spoken English is mandatory.
  • Travel Requirements: Willingness and ability to travel up to 30% to project sites and field offices outside Kampala.
  • This role has no direct supervisory responsibilities.
  • Employment contingent upon successful project award.
  • Position is exclusively open to Ugandan nationals.
