About the Ministry for Cities, Environment, Regions and Transport (MCERT)

MCERT focuses on long-term planning for the growth and transformation of New Zealand’s urban and regional areas. The organization works collaboratively across sectors including housing, transport, environment, urban development, infrastructure, and investment, partnering closely with local governments. Role Overview

This position offers a fixed-term or secondment opportunity as a Financial Controller, covering parental leave until May 2027 within the newly merged MCERT organisation based in Wellington. Reporting directly to the Chief Financial Officer for Transport, this role encompasses leadership over financial accounting, reporting, systems, cash management, financial controls, compliance, and team leadership responsibilities.

Key Responsibilities

  • Collaborate with the Transport CFO to lead and execute the Finance work plan.
  • Take charge of financial reporting processes, including month-end and year-end duties.
  • Manage key functions such as accounts payable, receivable, expense monitoring, cash management, and tax compliance.
  • Ensure robust financial controls, policies, and accounting procedures are maintained and enhanced.
  • Maintain relationships with external auditors and relevant stakeholders.
  • Assist in designing and implementing new financial systems, processes, and ways of working as MCERT evolves.

Required Skills and Experience

  • Extensive financial accounting expertise within the public sector environment.
  • Proven leadership capabilities, including mentoring and coaching team members.
  • In-depth knowledge of technical accounting standards including NZ GAAP and preferably PBE IPSAS.
  • Strong communication and stakeholder relationship management skills.
  • A proactive mindset geared towards continuous improvement and adeptness in navigating change and ambiguity.
  • Sound judgment combined with commercial insight and a problem-solving attitude.
  • CA ANZ qualification or equivalent with considerable post-qualification experience.

Additional Information

This fixed-term secondment position runs from 21 September 2026 to 14 May 2027. Applicants must hold the right to live and work in New Zealand.
