Overview
UN Women strives to achieve equality between men and women by eliminating discrimination and empowering women globally. The Ending Violence against Women (EVAW) section leads efforts to combat gender-based violence by addressing policies, prevention, survivor services, research, and rights advocacy. The ACT to End Violence against Women and Girls Programme, supported by the European Union, focuses on strengthening women's rights movements and coalition building to end violence against women and girls.
Role Summary
Under the guidance of the Programme Management Specialist and regional coordination, the Finance and Programme Associate ensures adherence to UN Women financial rules, policies, and procedures while supporting global and East and Southern Africa regional EVAW programmes. The role involves collaboration with regional coordinators, programme associates, operations teams, financial specialists, and HQ finance departments to resolve complex financial and budgetary issues for effective implementation, monitoring, and reporting of the ACT programme.
Responsibilities
- Manage financial strategies ensuring timely delivery of EVAW programmes in line with UN Women regulations.
- Review, verify, and rectify financial transactions and documentation, reporting anomalies.
- Monitor financial exceptions and prepare reports on financial status, exchange rates, and expenditures.
- Follow up on audit recommendations to ensure implementation of corrective measures.
- Compile and analyze data to assist in financial resource planning and proposal revisions.
- Enter Annual Work Plans into PRISM and advise programme staff on financial matters.
- Oversee financial resource management systems and pursue cost-saving strategies.
- Monitor budgets for global and ESARO components, control allotments and expenditures, and prepare revisions.
- Track resource utilization and prepare cost recovery documentation.
- Maintain and implement financial control mechanisms for development projects.
- Manage invoice discrepancies, VAT reimbursements, and data inputs in QUANTUM system.
- Handle petty cash, budget revisions, project financial closures, and consolidated financial reporting.
- Provide administrative support in programme work plans, budgets, proposals, and audit preparations.
- Guide executing agencies on routine delivery, financial reporting, and grant compliance.
- Manage requisitions, non-PO invoices, consultants' payments, and logistical arrangements for meetings and travel.
- Offer training and guidance to programme assistants and partners for financial reporting.
- Support resource mobilization efforts and undertake additional duties as required.
Work Arrangement
This consultancy position is home-based with no on-site requirement.
Qualifications and Skills
- Secondary education completion required; specialized accounting or finance certifications advantageous.
- Bachelor's degree in Finance or Accounting is preferred.
- At least six years of progressive finance experience, with proficiency in MS Office and web-based management systems.
- Experience with modern ERP systems, preferably Oracle Cloud, is necessary.
- Experience working with EU-funded projects and programmes related to ending violence against women is an advantage.
- Fluent in English; knowledge of French and/or Spanish desirable.
