About the Role and Company
We seek an Estimation Manager with vast expertise working alongside international prime contractors primarily in the GCC region and other global markets. The ideal candidate will have a proven track record handling highly complex construction projects valued at a minimum of USD 200 million. Experience across diverse sectors such as airports, railways, bridges, data centers, luxury five-star hotels and residences, commercial towers exceeding 50 stories, ports, and military infrastructure is essential.
Candidates should hold a Bachelor of Science degree in Civil Engineering from accredited US or UK universities.
Primary Responsibilities
- Develop Bill of Quantities (BOQ) coding using CCS standards and perform quantity take-offs efficiently.
- Prepare detailed BOQs and customized Request for Quotation (RFQ) packages containing specifications, drawings, BOQs, and contractual documents.
- Coordinate closely with the contracts department to secure back-to-back agreements with fixed-price lump sums or establish appropriate escalation mechanisms.
- Own the integration of technical and commercial data tables for cost comparison, ensuring comprehensive and accurate documentation.
- Engage in meetings with subcontractors to verify method statements, sequencing, program adherence, scope completeness, specification compliance, contractual obligations, and proper pricing of plant and equipment, while ensuring coordination with other disciplines and planning of laydown and work yard areas.
- Maintain detailed oversight and absolute ownership of technical, contractual, legal, and commercial elements to uphold company quality standards and adhere to tender timelines.
- Enhance tender team productivity and retention by formulating and implementing effective bid-winning strategies.
- Deliver weekly tender progress reports to the Board of Directors and conduct final evaluations with the tender committee.
- Achieve key performance indicators related to cost per square meter, unit rate optimization, and maximize winning margins.
- Compile all tender documentation meticulously, including notes on direct and indirect costs, risk, overhead, profit, escalation, financing, and taxes.
- Ensure proper packaging and timely submission of tenders both online and in hard copy format to clients.
