Job description

Overview

This role involves meticulous study and comprehension of structural steel Request for Quotations (RFQs). The Estimation Engineer will manage supplier and subcontractor quotations, ensuring accurate database maintenance, coordinate closely with clients to resolve technical inquiries, and liaise with operational teams for site visits and job briefings. Collaboration with Technical Section Heads to develop technical proposals is essential, along with preparing comprehensive work breakdown structures and bid summaries encompassing manpower, equipment, materials, and sub-contractor costs. Additionally, the position requires drafting commercial proposals, securing approval from the Estimation Manager, updating job status in ERP systems, handling post-bid client queries, and, upon contract award, transferring complete bid documentation to the project team.

Key Responsibilities

  • Analyze and understand structural steel RFQ requirements comprehensively.
  • Request, review, and maintain quotations from materials suppliers and sub-contractors.
  • Engage with clients to clarify technical doubts promptly.
  • Coordinate with site and operational teams for visits and explanatory meetings.
  • Partner with Technical Section Head to develop technical proposals.
  • Create detailed work breakdown structures and summarize costs (manpower, equipment, materials, sub-contractors).
  • Prepare and finalize commercial proposals using client forms and review them with the Estimation Manager.
  • Submit proposals and log their statuses in ERP systems as required.
  • Respond efficiently to all post-bid client inquiries.
  • Transfer all bidding documents, clarifications, and correspondence to project teams upon project award.

Essential Competencies

  • Expertise in cost estimation and budgeting.
  • Proficiency in quantity takeoff techniques.
  • Strong skills in tendering and bid preparation procedures.
  • Capability for cost control and analysis.
  • Knowledge of project planning and scheduling.

Professional Skills

  • Competent in reading and interpreting technical drawings.
  • Familiarity with relevant industrial standards.
  • Experienced in extracting Bills of Quantities (BOQ) and Material Take-Offs (MTO) from drawings.
  • Understanding of painting calculations across various paint specifications.

Qualifications and Experience

  • Diploma or Bachelor's Degree in Mechanical Engineering.
  • At least five years of demonstrable experience as an Estimation Engineer.
