We invite talented individuals to join our team in Qatar as Design Review Engineers, working on a major roads, infrastructure, and drainage program. This role covers multidisciplinary design review encompassing roads, utilities, earthworks, ground improvements, deep drainage networks, microtunnelling, pump stations, attenuation tanks, emergency flood areas, rising mains, and related structures and systems.

Key Responsibilities

• Conduct technical and multidisciplinary reviews of design submissions across multiple work packages from the consultant side.
• Examine design reports, drawings, specifications, calculations, models, and supporting documents to ensure compliance with contract terms, Employer’s Requirements, approved design criteria, and relevant standards.
• Assess revised Issued for Construction packages for consistency in reports, construction documents, and naming/numbering conventions.
• Evaluate contractor shop drawings, design calculations, material choices, technical proposals, and specialist studies prior to construction.
• Provide clear, coordinated, and timely review feedback; maintain thorough records of design reviews, comment registers, and resolution status.
• Coordinate design reviews across multiple disciplines including roads, drainage, utilities, geotechnical, structural, mechanical, electrical, instrumentation, control, traffic, landscape, and environmental.
• Identify and resolve design discrepancies, omissions, clashes, constructability issues, and interface risks through coordination with contractors, designers, and supervision teams.
• Collaborate with original design consultants and external designers during construction to address design issues and technical inquiries.
• Review plans, elevations, sections, infrastructure connections, utility details, structures, mechanical and electrical systems, equipment selections, and associated calculations relevant to the works.
• Review documentation to secure infrastructure, utility-provider, and governmental approvals.
• Evaluate proposed design changes, substitutions, and site-driven revisions, advising project leadership on compliance and technical impact.
• Ensure specialist study recommendations are integrated into final designs, material selections, shop drawings, installation requirements, and testing provisions.
• Inspect models, mock-ups, and samples when required to verify compliance with Employer’s Requirements.
• Support value engineering and constructability reviews ensuring required performance, quality, safety, maintainability, and lifecycle considerations are met.
• Assist in testing, commissioning, handover, and as-built reviews by verifying alignment between approved designs and completed works.

Required Qualifications and Experience

• Bachelor’s degree in Civil Engineering or a related engineering discipline from an accredited institution.
• Over 14 years of professional experience post-graduation, including a minimum of 7 years in a similar design review capacity.
• Proven professional experience within the Middle East region is mandatory.
• Extensive background working with engineering consultants or as an Engineer’s Representative on significant roads, infrastructure, and drainage projects.
• Demonstrated expertise in reviewing multidisciplinary design reports, drawings, specifications, calculations, models, and technical submissions during construction phases.
• Experience managing design coordination across roads, drainage, utilities, structures, geotechnical, mechanical, electrical, instrumentation, and control disciplines.
• Successful history of addressing technical queries, design inconsistencies, clashes, constructability challenges, and adapting to site-driven design changes.
• Knowledge and experience with infrastructure and utility submissions requiring government or utility-provider approvals.
• Preference for candidates with experience in roads, utility networks, deep drainage, microtunnelling, pump stations, attenuation tanks, or similar infrastructure projects.
• Comprehensive understanding of Qatar Construction Specifications, design standards, contract obligations, and international engineering practices.
• Ability to manage specialized design review activities and independently conduct complex professional tasks involving advanced principles.
• Professional registration or chartered status is favored.
• MME engineering certification is compulsory for engineers working under the contract. Overseas recruits must obtain this certification within the contractually allowed time.
• Fluency in written and spoken English with strong skills in technical writing, correspondence, presentations, and stakeholder communication.
• Proficient with relevant engineering software, CAD, BIM, document control, and project information management systems.
