Job Purpose
This position focuses on managing the contract lifecycle effectively for goods and services particularly related to turnaround operations. The role requires handling high-value, complex contracts and procurement related to turnaround sections. It involves close coordination with senior engineers and various trades to ensure seamless turnaround contract services.
Responsibilities include planning, monitoring, controlling, and maintaining turnaround project details, ensuring close collaboration with finance, commercial, and supply chain departments to maintain accurate turnaround management data. The role also evaluates contractor plans and performance and supports the development of long-term turnaround capital expenditure plans in cooperation with various departments.
Key Responsibilities
- Manage contracting processes for turnaround operations.
- Develop and maintain planning and control systems for turnaround projects.
- Estimate costs and define technical specifications.
- Coordinate with stakeholders to ensure project alignment.
- Control costs and perform forecasting for projects.
- Manage budgeting and financial aspects related to turnaround projects.
- Monitor and analyze performance metrics and project outcomes.
- Maintain and update cost databases following industry best practices.
- Assist senior contracts engineers with reports and control procedures.
Educational and Professional Requirements
- Bachelor's degree in Engineering, Cost Engineering, Project Management, Quantity Surveying, Finance, Business Administration, or related fields.
- 5 to 10 years relevant experience in contracts management, cost control, estimation, project controls, or turnaround/maintenance projects in oil & gas, petrochemical, fertilizer, energy, or heavy industry sectors.
- Proven skills in procurement, tendering, budgeting, contract administration, and cost management.
- Experience with SAP PM and SAP MM modules is highly desirable.
- Certifications such as Certified Cost Professional (CCP), PMP, AACE, or equivalent project control certifications are favorable.
Additional Requirements and Skills
- Strong knowledge of turnaround planning and cost management techniques.
- Capability to develop, review, and validate cost estimates for projects.
- Understanding different contract types, tendering strategies, and procurement best practices.
- Ability to prepare management reports, forecasts, and financial analyses effectively.
- Good interpersonal, organizational skills, and proficient with Microsoft Office tools.
