The position is based in Riyadh, Saudi Arabia, involving a landmark mixed-use infrastructure development designed to become a self-sustainable, iconic community hub in Riyadh. The project aims for global recognition for its unique vision and distinct assets. KBR provides PMO services covering enterprise-level governance, assurance, integration, and performance oversight across all projects and programs.

Role Overview

Reporting directly to the Programme Director, the Commercial Director’s core responsibility is to work alongside PMCs to manage executive-level commercial reporting and control. This includes advising on optimal commercial strategies, handling both pre and post-contract processes, supplying accurate status updates that enable timely decision-making to avoid schedule delays and cost overruns, and producing close-out project reports.

Main Duties

  • Create and enforce standardized cost and commercial reporting templates for PMCs.
  • Maintain a comprehensive registry of insurances, guarantees, and warranties.
  • Coordinate data compilation and validation of detailed commercial analytics with PMCs.
  • Manage executive risk reporting effectively.
  • Develop and integrate Project Cost Reports, Commercial Executive Reports, and cash flow analyses via Unifier, ensuring data consistency with other platforms.
  • Review procurement guidelines for Bills of Quantities and tender documents to develop PMC standards.
  • Prepare consolidated program-wide cost reports aligned with the requirements of stakeholders including DevCo, BOD, Excom, Treasury, PIF, and HRH.
  • Collect and allocate annual program budgets and prepare monthly cashflow statements for client approval.
  • Generate cost benchmarking reports such as Tender Price Index, professional fees, construction costs for above-ground assets and infrastructure, efficiency benchmarks, and market price analyses.
  • Distribute cost benchmarking templates and elemental cost plans to PMCs.
  • Participate in the design and enforcement of program change control procedures.
  • Produce program-wide cash flow and project cost reports featuring trend analysis and change documentation.
  • Assess cost-related risks and opportunities throughout the program.
  • Ensure smooth reporting linkage between Cost Breakdown Structure, Work Breakdown Structure, and schedule elements including Earned Value Management.
  • Update program baseline budgets to reflect approved changes.
  • Support the Business Plan process with commercial insights.
  • Deliver portfolio-wide risk management and governance aligned with approved frameworks.
  • Consolidate PMC risk registers into comprehensive program and departmental reports for escalation.
  • Assist clients in developing commercial strategies.
  • Lead contracts, risk, and support service teams to ensure punctual delivery of commercial deliverables.
  • Provide ongoing commercial reporting throughout the project lifecycle.
