Job description
Role Overview
The Chief Executive Officer (CEO) holds full accountability to the Board for the leadership, performance, and sustainable expansion of the organisation. This position involves steering the strategic direction, optimizing economic and community benefits, securing necessary funding, and ensuring high standards of management. The CEO also serves as the key public representative liaising with funders, agencies, community stakeholders, and partners.
Leadership and Organisational Accountability
- Own responsibility for organisational performance, financial health, and reputation as directed by the Board.
- Act as the primary spokesperson with external stakeholders including media, government bodies, and business networks.
- Provide clear direction to convert Board decisions into operational outcomes.
- Recruit, manage, and develop staff, contractors, and volunteers, ensuring effective performance and succession planning as the organisation grows.
- Champion a culture rooted in professionalism, integrity, and community-oriented values.
Strategic Leadership
- Develop and lead execution of a multi-year strategic plan, securing Board approval and oversight for periodic revisions.
- Explore and cultivate new revenue streams and enterprise initiatives beyond existing operations, such as expansion projects, incubation, and remote-working solutions.
- Conduct feasibility analyses and prepare business cases for new ventures, leading approved projects to completion.
- Collaborate with the Board to enhance the economic potential of organisational assets.
- Monitor enterprise project performance alongside partners, managing associated budgets.
- Maintain the organisation's risk register, advising the Board on strategic, financial, legal, and reputational risks.
- Achieve targets aligned with strategic plans, budgets, and key performance indicators.
Financial Leadership
- Take charge of overall financial management including annual budget preparation and financial strategy development in collaboration with leadership.
- Lead fundraising efforts and investment plans encompassing grant applications, capital funding, and reserves upkeep.
- Prepare, track, and ensure compliance with grant conditions, engaging external expertise as necessary.
- Deliver quarterly financial reports to the Board, including tenant lease analyses and cash position updates.
- Promote efficient resource utilization and oversee tenant invoicing and rent arrears reporting.
- Manage invoice approvals and fiscal accountability, including adherence to thresholds for payment authorizations.
Governance and Board Relations
- Advise the Board on governance matters ensuring compliance with legal requirements and governance codes.
- Implement ongoing governance compliance programs and support Board development, including recruitment and evaluation of directors.
- Coordinate Board meeting agendas, attend meetings, and manage timely submission and distribution of reports and minutes.
- Advise on financial and legal matters, maintain open communication with Board members during working hours.
Community, Partnerships, and External Relations
- Represent economic development interests at county, regional, and national levels, contributing to policy and development forums.
- Forge strategic partnerships with agencies, enterprise bodies, and educational institutions.
- Engage local businesses and community groups to address district needs.
- Promote the organisation and Enterprise Park via marketing, events, social media, workshops, and training programs.
- Manage and coordinate promotional events and maintain a comprehensive database of key contacts and stakeholders.
Operational Management
- Supervise daily management of Enterprise Park and associated facilities, delegating operational responsibilities where appropriate.
- Ensure maintenance and cleaning services uphold high presentation standards for grounds and office interiors.
- Oversee consultants and external contractor activities and time management.
- Ensure proper record-keeping, administrative controls, and organizational policies including health and safety compliance.
- Promptly address operational challenges or issues as they arise.
- Carry out additional tasks as assigned by the Board.
