Since March 2006, DBS has operated in the Middle East through its branch in Dubai International Financial Centre (DIFC), regulated by the Dubai Financial Services Authority (DFSA). The Dubai branch services wholesale banking products, including corporate and investment banking, capital markets, treasury management, and global transaction services, as well as private banking, collaborating closely with regional DBS product partners.

Technology & Operations Overview

The Technology & Operations division enables the bank by providing dependable services, resilient infrastructure, and efficient controls. The Dubai branch team coordinates with Group Technology and local stakeholders to ensure service stability, manage technology risks, and fulfill regulatory compliance.

Key Responsibilities

• Lead branch technology leadership, risk management, and information security aligned with business objectives, Group standards, and local regulations.
• Ensure availability, resilience, and supervision of branch technology services, including those delivered by Group and third parties.
• Administer the branch’s technology risk and information security frameworks, including identification, control mechanisms, monitoring, incident handling, and escalation.
• Oversee regulatory compliance, prepare for audits, and drive continuous improvement of the technology control environment.
• Manage third-party technology and security risks through due diligence, control assurance, and vendor monitoring.
• Develop and lead the branch technology team with clear accountabilities and robust stakeholder engagement.

Job Functions

• Direct branch technology operation to maintain stable, secure, and resilient systems.
• Manage technology risk and information security controls, including testing, tracking issues, and remediation efforts.
• Ensure adherence to regulatory requirements, specifically those set by DIFC and DFSA.
• Collaborate with Group Technology and local parties for project delivery and risk/control issue resolution.
• Supervise vendor and third-party technology services concerning performance, risk, and controls.
• Support audits, regulatory inspections, and governance with detailed reporting and engagement.
• Lead, mentor, and support the branch technology staff, offering operational assistance as needed.

Qualifications & Experience

• Proven technology leadership in financial services or comparable regulated industries.
• Experience managing a small, high-achieving technology team with practical involvement in business-facing environments.
• Demonstrated expertise in technology risk management, information security, control monitoring, and compliance.
• Capability to work in matrix organizations involving central tech teams, business, vendors, auditors, and regulators.
• Strong grasp of technology risk, information security, and operational resiliency within regulated sectors.
• Familiarity with frameworks and regulatory standards such as DFSA Gen Rulebook 5.5 on Cyber Risk Management and relevant international criteria.
• Proficient in oversight and challenge of technology risk and control matters.
• Excellent organizational, planning, and problem-solving abilities, with the capacity to operate independently in streamlined settings.
• Experience in information security leadership, vendor risk assessments, and control examinations.
• Outstanding communication skills and stakeholder management across local and international teams.
• Educational background includes Bachelor's or Master's degrees in computer science, technology, cybersecurity, or related disciplines.
• Certifications like CISSP, CISM, CISA, or other industry-recognized qualifications are preferred.
