Job description
Overview
The Manpower Policy and Planning (MPP) Division focuses on creating manpower policies for the social and early childhood sectors. These policies aim to attract and retain talent and enhance professional capabilities within the social sector.
Role Summary
This position requires a candidate who excels in conceptual and analytical thinking and is passionate about shaping evidence-based policies. The job embraces multiple facets of policy formulation, including policy and data analysis, strategy and scheme design, engagement with stakeholders, public communication, and scheme evaluations.
Key Responsibilities
- Formulate the Division and Ministry's standpoint on issues, balancing various policy aspects.
- Perform data analyses to deepen insights on key topics.
- Lead or co-lead policy research initiatives to guide manpower policies.
- Craft strategies to attract, retain, and develop vital professionals, focusing on remuneration and working conditions.
- Develop operational guidelines for the social service sector.
- Evaluate existing schemes for professionals in social sectors.
- Reference national frameworks and adapt their principles intelligently to social service contexts.
- Collaborate with MSF divisions and the National Council of Social Service on strategy execution.
Required Competencies
- High-level conceptual and analytical skills foundational to policy development.
- Proficiency and comfort in analyzing data, with strong attention to detail.
- Excellent written and verbal communication abilities.
- Capability to perceive interconnections among various issues and handle complex situations effectively.
- Strong interpersonal skills, able to engage and cooperate with stakeholders at all organizational levels.
- Prior experience within the Singapore Public Service is advantageous.
- Familiarity with Singapore’s social service sector landscape is beneficial.

The Sector Strategy and Development (SSD) Division is responsible for creating policies and programs that ensure sustainable and well-planned social services, cultivate a competent and adaptable workforce, advance social service agencies' readiness, and promote community engagement for well-resourced sectors.
