Overview

Global Resource Solutions, Inc. (GRS) is looking for a dedicated and skilled individual to serve as both the Primary and Alternate COMSEC Manager. This role entails direct responsibility for managing cryptographic security material and equipment to ensure secure interoperability between U.S. and overseas entities.

Key Duties and Responsibilities

  • Manage the U.S./FMS COMSEC account involving receipt, custody, safe distribution, tracking, and destruction of classified U.S. Government cryptographic devices and keying material.
  • Maintain accurate records and submit required accounting reports, adhering to established COMSEC handling protocols.
  • Restrict access to COMSEC materials strictly to authorized personnel with appropriate clearances and need-to-know status.
  • Stay updated with any changes or additions to COMSEC requirements affecting the account.
  • Conduct biannual inventories and reconcile materials physically, especially when appointed as the new COMSEC Manager.
  • Pass annual audits conducted by the lead U.S. Combatant Command COMSEC Manager or assigned delegates.
  • Oversee proper destruction and disposition of COMSEC materials in line with directives.
  • Submit all required transfer, inventory, destruction, and possession reports timely.
  • Regularly inspect protective technologies and ensure all COMSEC publications are accurately amended and complete.
  • Ensure secure packaging and inspection for tampering of accountable COMSEC materials during transport.
  • Maintain awareness of all accountable COMSEC material locations and usage purposes.
  • Establish strict control procedures for keying materials during shifts and personnel handovers.
  • Issue material through hand receipts, verifying recipient clearances and briefing on safeguarding responsibilities.
  • Conduct semi-annual security audits and periodic inspections of units using U.S. Government COMSEC equipment.
  • Act as liaison among U.S./FMS, coalition COMSEC accounts, and government organizations.

Required Qualifications

  • At least two years of overseas experience as a COMSEC Manager.
  • Completion of formal COMSEC training (approximately two weeks) from a recognized service branch.
  • Certification from the National Security Agency (NSA) COMSEC course, mandatory for account management.

Security Clearance Criteria

  • Must currently hold a Secret clearance or higher.
  • U.S. citizenship is mandatory.
  • Possession of a valid passport.
  • No felony convictions in the candidate's background.
  • Willingness to undergo random drug screening.

Essential Skills and Knowledge

  • Capability to develop and deliver COMSEC training to Host Nation personnel responsible for COMSEC.
  • Familiarity with Defense Messaging Systems (DMS).
  • Working knowledge and troubleshooting skills for secure telephone systems, including Secure Terminal Equipment (STE) and Sectèra vIPer phones.
  • Strong expertise in Electronic Keying Management Systems (EKMS), Key Management Infrastructure (KMI), and associated software utilities like Cards Solitaire and Intermediary Application (iApp).
  • Experience with downloading and transferring electronic keys, particularly using COMSEC AN/PYQ-10A C (Simple Key Loader, SKL) and filling TrKeK.
  • Hands-on experience with COMSEC equipment such as KIV-77/KIV-78, SY-100, KY-100M Secure Voice Modules, ARC-201d, ARC-231 radios, SPS-250, PRC-117G, and SY-152A, including loading Red and Black key groups.
  • Ability to load Mode V IFF, Embedded GPS/INS Navigation System, and GPS SAASM modules.
  • Competence in performing Over the Air Transmissions (OTAT).
  • Proficiency with Microsoft Office applications (Outlook, Excel, PowerPoint, Word) for documentation and reporting purposes.
  • Background in tactical data link systems.

Physical and Communication Requirements

  • Must be physically capable of sitting, bending, reaching, stooping, squatting, standing, and walking as necessary for the role.
  • Exceptional communication skills including customer service via phone and in-person, plus strong written and verbal English proficiency.
