Role Purpose

The Project Control Manager is responsible for overseeing all project control activities, including project planning and cost control, aligning with the Project Execution Plan in close collaboration with the Project Manager. This leadership role involves directing the Project Controls team to ensure effective project scheduling, monitoring, reporting, and control, guaranteeing the project meets safety, quality, time, and budget requirements.

Key Responsibilities

• Implement baseline schedule monitoring and follow-up, performance tracking, and baseline change control evaluation, alongside risk management and earned value management guidance.
• Provide expert advice on planning methods such as earned value techniques, cost and schedule variance analysis, estimates at completion, and critical path methodologies.
• Support program integration, governance frameworks, plan optimization, and the adoption of project controls best practices.
• Assist in defining Project Controls and Earned Value Management policies, procedures, and standards to ensure project delivery excellence.
• Develop and maintain integrated project schedules that incorporate interface milestones, feedstock availability, offsite and utilities timelines, and contractor activity durations, assessing impacts of any schedule changes.
• Ensure compliance with contractual obligations related to program implementation and controls.
• Oversee contract, procurement, planning, and scheduling in line with company policies.
• Support the Project Control Manager with contractual and commercial matters to protect company interests.
• Participate in internal and external project reviews and meetings as required.
• Adhere to company and project procedures, ensuring deliverables meet expectations and are communicated appropriately.
• Produce weekly and monthly progress reports detailing status, actuals, forecasts, and variance explanations synchronized with project reporting schedules.
• Ensure consistent application of project controls processes throughout the project.
• Govern robust cost and schedule performance management across integrated programs involving multiple stakeholders.
• Collaborate closely with the Senior Project Manager and discipline managers to optimize project outcomes.
• Manage review processes for Project Baseline Schedule to confirm alignment with contract requirements and overall project timelines.
• Direct schedule analyses and create specialized reports highlighting delays, risks, and projections.
• Guide progress certification and invoice payment activities under contractual terms.
• Maintain necessary certificates for milestone approvals and project completion acknowledgments.

Internal Control Initiatives

• Continuously enhance project control procedures, tools, and systems, working closely with management teams to integrate improvements into standard practices.
• Actively promote project controls principles to improve project operation management.
• Contribute to fostering a positive project culture through internal and external communications.

Qualifications and Experience

• Bachelor's degree in Engineering from an accredited and reputable university.
• Over 20 years of relevant project experience in the oil and gas sector, with strong background in project planning, scheduling, and cost control.
• At least 5 years in a similar role managing international Oil & Gas or Petrochemical projects.
• Experience in offshore projects and with ADNOC is essential.
• Proven knowledge of Project Management Consultancy (PMC) operations.
• Professional certifications like PMP or CCP are preferred but not mandatory.

Technical Skills

• Expertise in project control, encompassing planning, scheduling, monitoring, and control techniques.
• Comprehensive understanding of schedule, cost, and risk analysis methodologies and tools.
• Proficiency in the technical aspects related to the Oil & Gas industry operations.
• Strong skills in planning and implementing project control activities.
• In-depth knowledge of project control policies, procedures, and internal transaction processes.
