The company collaborates extensively with European Union bodies, international financial organizations, development agencies, and public sector clients in sectors such as transport, infrastructure, urban development, climate resilience, governance, and sustainable investment.

Project Overview

NTU International is preparing a bid for the project titled “Global Gateway Transport and Urban Facility 2 – EC-INTPA/2026/EA-RP/0006,” aimed at supporting the worldwide shift toward inclusive, intelligent, clean, secure, durable, and resilient transport systems and urban development in partner nations, aligning with the Global Gateway strategy and the European Green Deal geopolitical framework.

The contract envisions deploying experts for technical support missions globally, with a special emphasis on Sub-Saharan Africa, Latin America and the Caribbean, Asia, and the Pacific regions.
The anticipated start date is January 2027 with a duration of 48 months.

Role Summary

We are seeking an accomplished Senior Non-Key Expert - Railways Specialist to contribute technical, policy, institutional, and investment-related expertise in the railway sector.

Key Responsibilities

  • Assist in identifying, preparing, and executing projects related to railway infrastructure and systems.
  • Conduct feasibility analyses, technical evaluations, project design reviews, and investment appraisals.
  • Support planning for railways, corridor development, operations scheduling, and multimodal system integration.
  • Advise on railway infrastructure elements, signaling, interoperability, traffic control, and safety mechanisms.
  • Assist procurement processes, tendering, implementation oversight, and planning for operation and maintenance.
  • Promote the development of sustainable, low-carbon, and climate-resilient railway infrastructure and services.
  • Encourage the application of European and international railway standards and best practices.
  • Provide counsel on interoperability issues and pertinent EU standards such as the European Rail Traffic Management System (ERTMS), where relevant.
  • Contribute to environmental, social impact assessments, and climate resilience considerations in railway investments.
  • Support policy formulation, regulatory measures, and institutional reforms in the railway sector.
  • Offer capacity building and technical assistance to public authorities, infrastructure managers, operators, and other stakeholders.
  • Coordinate efforts among public authorities, railway infrastructure managers, operators, contractors, supervising engineers, international financial institutions, and development partners.

Required Qualifications and Skills

  • Master’s degree or an equivalent qualification in railway engineering, civil engineering, transport engineering, transport operations, or a directly related field.
  • Comprehensive knowledge of the railway sector, including infrastructure, operations, interoperability, safety, policies, and international best practices.
  • Familiarity with development aid methodologies.
  • Strong verbal and written communication skills.
  • Proficiency with computer applications.

Professional Experience

  • A minimum of 15 years’ general experience in the railway sector.
  • Demonstrated ability managing complex projects with multiple stakeholders such as public authorities, infrastructure managers, and contractors.
  • Proven experience across the project lifecycle of railway infrastructure and system investments, including feasibility studies, design, procurement support, implementation, and maintenance planning.
  • Experience applying international and European standards related to railway infrastructure and systems, covering technical quality, safety, environmental and social compliance, and sustainability.
  • At least 7 years’ experience in planning, design, supervision, or managing railway infrastructure, systems, or operations.
  • A minimum of 5 years’ professional involvement in railway projects within Sub-Saharan Africa, Latin America, or Asia.
  • Experience with G20 Principles for Quality Infrastructure in the rail sector, focusing on feasibility, design, operations, interoperability, safety, social and environmental considerations, maintenance, and procurement.

Additional Assets

  • Practical experience working onsite in the Sub-Saharan Africa region.
  • Expertise in governance and capacity-building efforts within the rail sector.
  • Experience navigating EU rules and procedures.

Language Requirements

  • Mandatory English proficiency at C1 level.
  • French proficiency at minimum B2 level is advantageous.
  • Spanish proficiency at minimum B2 level is considered an asset.
