Job overview
The Manager Commissioning leads the commissioning function by managing professional staff and supervisors, and by owning the team’s outcomes and performance. This position is responsible for adjusting plans and priorities when resource constraints or operational issues arise.
What you will do
- Direct a largely similar team and realign priorities to handle production and operational pressures.
- Coach, recognize, and motivate professional employees to help the department perform successfully.
- Be accountable for the results and performance of the assigned discipline team.
- Modify departmental plans to respond to changing resource and operational needs.
- Work within company policies, procedures, and business plans while receiving guidance from management.
- Allocate staff to departmental roles on projects and proposals.
- Oversee the administrative and technical management of the Commissioning Department.
- Detect performance shortfalls and address issues related to systems, equipment, and personnel.
- Provide direction and leadership to employees.
- Coordinate work with other disciplines, offices, fabrication, and construction teams to satisfy project requirements.
- Manage technical delivery in line with the business objectives set for each project.
- Handle both the administrative and technical oversight of the department.
- Carry out annual employee appraisals and performance reviews for agency personnel.
- Collect training needs, assess requests, and help implement approved training.
- Give ongoing performance feedback to department staff.
- Implement the communication plan.
- Assist with recruitment efforts for the department.
- Promote strong team morale and collaboration.
- Spot high-potential employees and support their career growth opportunities.
- Recommend salary increases when requested by company leadership.
- Support preparation of execution plans for each project.
- Assign resources to projects and proposals as needed.
- Track project status through Lead Engineers.
- Ensure PEA reviews and IDRs are completed on projects.
- Resolve findings and corrective actions when required.
- Drive improvement initiatives within the department.
- Support proposal activities as needed.
- Prepare or approve manpower-hour estimates.
- Keep the MPS system current.
- Develop the department budget and salary plan.
- Identify and recruit staff for open departmental positions.
- Maintain staffing levels that match projected workloads.
- Guide and train staff to support professional growth.
- Be responsible for the quality and integrity of all work produced.
- Lead the implementation, enforcement, and verification of compliance with company policies and procedures.
- Ensure team members understand their responsibilities and authority for applying company policy requirements.
- Make sure all mandatory training is completed on time by both self and team members.
Reporting and coordination
This role reports to the Project Manager or Project Director on projects, and to the VP/Director Engineering functionally. It works closely with Discipline Lead Engineers, Project Engineers, Project Engineering Managers, Project Managers, Project Controls, Construction/Fabrication teams, Quality, HSSE, and client representatives as needed. The position also supervises Commissioning Engineers, Completions Specialists, Operations & Maintenance specialists, Designers, and other support personnel within the function.
Qualifications
- A bachelor’s or master’s degree in Engineering is required.
- At least 15 years of experience, including proven leadership in oil and gas with a major contractor or consultant, is needed.
- The candidate must have played a significant role in at least three major oil and gas or chemical process projects, with strong technical breadth in commissioning and start-up.
- Strong communication skills are essential, including the ability to build trusted relationships with discipline managers, technical specialists, and non-technical stakeholders.
- Presentation skills are required.
- A solid command of English, both spoken and written, is required.
- Advanced computer proficiency is expected, including MS Word, Excel, PowerPoint, Visio, and other engineering software tools.
- Excellent organization skills and adaptability across multiple discipline groups are important.
- Multilingual ability is an added advantage.
- Willingness to be reassigned to other company offices may be required.
