Project Manager

Role Overview

This contract position supports technology-focused initiatives for a Commonwealth of Virginia client. The role is remote, but candidates must be based locally in Virginia. Work is tied to Mechanicsville, VA, and interviews are conducted in person. The assignment calls for more than 8 years of experience.

What You’ll Do

The position centers on project coordination and Agile support, working alongside the delivery manager to keep planning, documentation, reporting, and team ceremonies on track.

• Help maintain project schedules, sprint plans, task tracking, and work breakdown structures.
• Support Agile ceremonies such as daily stand-ups, sprint planning, sprint reviews, and retrospectives, while reinforcing Agile best practices.
• Keep Azure DevOps boards current with user stories, tasks, acceptance criteria, and sprint progress.
• Create and update project documentation including meeting notes, status reports, risk and issue logs, change requests, and artifacts needed under COV PMD standards.
• Coordinate meetings, draft agendas, capture action items, and follow up with team members to ensure deadlines are met.
• Track project and sprint health, and escalate risks, blockers, or delays to senior PMs, Scrum Masters, or Product Owners when needed.
• Manage project repositories, SharePoint sites, and documentation libraries in line with client and Commonwealth governance rules.
• Support stakeholder communication by collecting updates, clarifying needs, and helping move deliverables forward.
• Carry out basic analysis to assist reporting, dashboards, and decision-making.
• Follow client processes, COV ITRM standards, and CAI engagement expectations.
• Provide general administrative and logistical support to project and Scrum teams.

Knowledge and Skills

Successful candidates should understand project management fundamentals, Agile delivery methods such as Scrum and Kanban, and the full project lifecycle. Familiarity with Agile concepts like user stories, acceptance criteria, sprint velocity, burndown charts, and team capacity is important. The role also requires strong organization, time management, communication, documentation, and collaboration skills, along with accuracy and attention to detail. Comfort using Microsoft Office, SharePoint, Teams, and Azure DevOps is expected.

Minimum Requirements

• A degree in Information Technology, Project Management, or a related discipline is preferred; equivalent experience can also be considered.
• Between 2 and 5 years of experience supporting projects, Agile teams, or administrative operations.
• Exposure to Agile methods through training, coursework, or hands-on use.
• Experience with standard office and collaboration tools, including tools used in a tolling environment.
• Preferred certifications include Certified Scrum Master (CSM), Scrum Foundations, or an equivalent Agile credential.
• CAPM or another entry-level project management certification is also preferred.

Additional Information

Ideal candidates should be able to analyze and document business and systems processes. Prior experience in a tolling environment is desired. The role calls for someone who can work collaboratively, follow established procedures, and continue building experience across both traditional and Agile project management practices.
