Role overview
HanmiGlobal is hiring a Procurement Manager to support its program management and PMCM operations in Saudi Arabia. The position will lead procurement governance, sourcing direction, and commercial coordination for a large multi-package land and infrastructure development program in Riyadh, delivered for a major government client.
The role is responsible for ensuring that procurement plans, supplier management practices, long-lead material strategies, and supply chain risk controls are fully connected to project timelines, technical needs, contractual commitments, and the wider objectives of the program.
The successful candidate will report to the Program Director.
Key responsibilities
- Build, maintain, and improve the program procurement management structure, including policies, procedures, standards, templates, governance steps, and reporting formats.
- Set procurement approaches, sourcing methods, and performance monitoring tools while ensuring alignment with contractual, regulatory, and internal procurement rules.
- Encourage strong procurement practices, openness, and governance across all development packages.
- Evaluate procurement plans, tender schedules, sourcing strategies, bid reviews, supplier selection processes, and award recommendations prepared by lead developers and delivery teams.
- Track procurement preparedness, tendering progress, and contract award activities so they remain aligned with program milestones and delivery goals.
- Check that the procurement process remains fair, consistent, and compliant at every stage.
- Oversee the purchase of long-lead materials, equipment, specialist systems, utilities, and critical infrastructure components.
- Spot procurement and supply chain risks that could affect cost, timing, quality, or delivery, and create mitigation and recovery plans.
- Work closely with Planning & Scheduling, Technical, Commercial, Project Controls, and Quantity Surveying teams to fully integrate procurement with program execution.
- Prepare procurement reports, executive dashboards, performance reviews, and strategic guidance for PMCM management and the client.
- Run procurement review meetings, supplier coordination sessions, and stakeholder workshops, while keeping procurement records, compliance logs, and performance tracking systems up to date.
- Support ongoing improvement through digital procurement platforms, reporting tools, and knowledge-sharing initiatives.
Requirements
- A bachelor’s degree in Procurement, Supply Chain Management, Engineering, Construction Management, Quantity Surveying, Business Administration, or a closely related field.
- Chartered professional membership or an equivalent recognized accreditation.
- At least 15 years of professional experience in procurement management, strategic sourcing, supply chain management, infrastructure delivery, urban development, or major capital projects.
- Prior exposure to PMCM, PMC, EPCM, consultancy, developer, contractor, or client-side environments, ideally on major land development and infrastructure projects in Saudi Arabia or the GCC.
- Strong capability in procurement and supply chain management, tendering, bid evaluation, vendor coordination, long-lead item handling, governance, compliance, risk management, contract awareness, and executive-level reporting.
- Well-developed leadership, strategic thinking, communication, negotiation, and problem-solving skills.
