Role Overview
The city is looking for a Human Resources Recruiter who is enthusiastic about hiring and strongly committed to diversity, equity, and inclusion. Reporting to the Deputy Director, HR Employee Services, this position leads full-cycle recruitment across a variety of departments and works closely with managers, staff, and union representatives to support a respectful, collaborative, and service-focused workplace.
The role also contributes to workforce planning, candidate outreach, recruitment promotion, onboarding and offboarding, and orientation activities. The goal is to help attract and secure strong talent across professional and technical roles while supporting a positive employee experience.
Key Qualifications
- A diploma in Human Resources or a related field is required; a related degree would be an advantage.
- Previous experience applying recruitment best practices across multiple organizational levels, including in unionized settings, is expected.
- CPHR certification is considered an asset, and experience in municipal or public sector environments would also be beneficial.
- Solid understanding of HR policies, practices, collective agreements, and employment legislation is needed to advise internal clients effectively.
- A genuine commitment to equity, diversity, inclusion, and learning from different perspectives is essential.
- Self-motivation, persistence, and initiative are important for sourcing candidates through both direct and indirect channels.
- Strong leadership, analytical thinking, and problem-solving skills are required.
- Excellent communication and presentation abilities are needed to interact with applicants and candidates.
- Strong relationship-building skills are important for working with managers, employees, unions, and people with different working styles.
- Excellent organization, prioritization, and time management skills are needed to handle a busy and changing recruitment workload.
- Ability to work independently as well as collaboratively within a team is required.
- A high level of discretion and confidentiality must be maintained at all times.
- Proficiency in Microsoft Office and HR information systems is required.
