About the Role

Binnies Singapore is seeking an experienced Contract Manager to join their Senior Project Management Team (PMT). This role involves providing expert contractual advice and managing the overall administration of construction contracts throughout the project lifecycle. The successful candidate will work closely with internal teams, contractors, and the client to ensure smooth contract execution, resolve issues, and manage claims and disputes.

Responsibilities

  • Act as a key member of the OE internal Senior Project Management Team (PMT), participating in regular meetings to discuss progress and address internal OE issues.
  • Provide expert contractual advice to the SO and SOR.
  • Oversee the complete contract administration for all Construction Contracts, including drafting Conditions of Contract, Particular Conditions of Contract, and ITT documents.
  • Review tender submissions from a contractual standpoint and prepare Contract Documents for execution by selected Contractors.
  • Assess and manage Contractor’s Claims, Variation Orders (VO), Extension of Time (EOT) requests, and other contractual matters during project execution, collaborating with Core and RSS teams.
  • Prepare draft contractual responses and OE-generated contractual letters to Contractors for sign-off by the SOR or SO.
  • Review Contractor’s Monthly Progress Claims and Payment Certificates prepared by the QS Manager/QS resources before SO/SOR sign-off.
  • Draft contractual letters, EOT requests, and VO claims to the Client concerning the OE’s Contract with the Client, for review and sign-off by the SOR or SO.
  • Liaise directly with the Client’s Project Director, Deputy Project Director, and key client personnel on contractual matters.
  • Coordinate and manage OE's input into any dispute resolution processes, such as mediation or arbitration.
  • Attend Monthly Project Steering Committee Meetings and other relevant high-level meetings as required.
  • Organize and lead specific contractual meetings with Contractors to resolve issues and prevent dispute escalation.
  • Provide general assistance to the CRE and RSS team with day-to-day matters that have contractual implications.
  • Undertake any other duties as delegated by the DPD/SOR or PD/SO.

Requirements

  • Proven experience in contract management, particularly within construction projects.
  • Strong understanding of contract administration, including Conditions of Contract, Particular Conditions, and ITT preparation.
  • Proficiency in reviewing tender submissions and assembling contract documents.
  • Skilled in assessing and managing contractor claims, variations, and extensions of time.
  • Experience in preparing contractual correspondence and responding to contractor queries.
  • Familiarity with reviewing progress claims and payment certificates.
  • Ability to liaise effectively with clients, including legal departments, and manage contractual relationships.
  • Experience in dispute resolution processes (mediation, arbitration) is advantageous.
  • Excellent communication and negotiation skills.
  • Ability to chair meetings and manage contractual discussions.
  • Strong analytical and problem-solving abilities.
