About the Role

The China State Construction Engineering Corporation Middle East (CSCEC ME) is seeking a seasoned Quality Assurance and Quality Control (QA/QC) Manager to oversee the QA/QC activities for a major high-rise tower project in Dubai, UAE. This senior role is ideal for professionals with extensive background in large-scale construction, especially high-rise buildings and mega projects, who possess expertise in ISO compliance, audits, inspections, and quality management systems.

Primary Responsibilities

  • Design, execute, and sustain the Project Quality Management Plan (PQMP) along with QA/QC operational procedures.
  • Lead and manage the project’s QA/QC team, ensuring smooth daily quality operations.
  • Define and implement quality key performance indicators (KPIs), performance metrics, monitoring processes, and reporting frameworks.
  • Conduct frequent site inspections, surveillance activities, audits, and comprehensive quality reviews.
  • Analyze project specifications, Issued for Construction (IFC) drawings, method statements, material submissions, and Inspection & Test Plans (ITPs).
  • Ensure strict adherence to project specifications, client requirements, ISO standards, local codes, and internal procedures.
  • Handle both internal and external Non-Conformance Reports (NCRs), along with corrective and preventive measures.
  • Develop and manage inspection and testing regimes covering civil, structural, architectural, and finishing works.
  • Collaborate closely with consultants, clients, subcontractors, laboratories, and third-party inspection agencies.
  • Oversee material inspections, testing activities, and maintenance of quality documentation.
  • Maintain QA/QC logs, calibration records, and document traceability systems.
  • Deliver internal quality training and raise awareness within project teams.
  • Lead internal audits ensuring compliance with ISO 9001 Quality Management Systems.
  • Coordinate with corporate QA/QC and management for quality reporting and continuous improvement strategies.

Required Qualifications and Experience

  • Bachelor’s Degree in Civil Engineering or a related discipline.
  • At least 15 years of robust QA/QC experience on sizable construction projects with leading main contractors.
  • Proven expertise in QA/QC management, quality assurance, and control specifically on high-rise and mega construction projects.
  • Familiarity with ISO 9001 standards and internal auditing processes.
  • Strong experience in material inspection and testing, method statements, and ITPs.
  • Competency in managing NCRs and quality documentation and reporting.
  • Ability to coordinate effectively with consultants and clients.
  • Exceptional leadership, communication, and stakeholder management capabilities.
