About the Role
The Treasury Director at Dammam Airport leads and oversees all treasury functions to guarantee efficient management of cash, capital, and revenue collection. This position is responsible for supervising cash flow, managing bank accounts, optimizing capital utilization, and enhancing cash collection procedures while ensuring regulatory compliance and maintaining high financial integrity standards.
Key Responsibilities
- Develop and execute treasury strategies aligned with Dammam Airport's vision, mission, and strategic objectives to ensure financial stability.
- Coordinate cash, capital, and collection initiatives in line with organizational goals and regulatory requirements.
- Set and monitor key performance indicators (KPIs) to evaluate treasury operations and promote ongoing improvement.
- Oversee preparation of payment documents, including payroll for staff across DMM, HOF, and AQI airports, ensuring precision and adherence to compliance standards.
- Review bank statements and Ministry of Finance requirements, manage bank accounts, and prepare statistical reporting.
- Supervise submission of payment transfer instructions to banks, facilitating efficient cash management and fund allocation.
- Manage transfers of all revenues to GACA, maintaining necessary liquidity levels.
- Oversee issuance, review, and management of bank guarantees, monitoring validity and expiration dates across the three airports.
- Ensure accurate recording and administration of various deposits and their associated documentation.
- Coordinate with insurance providers to secure optimal coverage and manage claims effectively.
- Build and nurture strong relationships with internal stakeholders, regulatory bodies, financial institutions, and the Holding Company including GRC.
- Collaborate with various departments to implement treasury practices and identify revenue collection improvements with proper recognition treatments.
- Lead and mentor the treasury team to foster excellence, responsibility, and continual development.
- Develop training programs to enhance treasury staff skills and knowledge.
- Set performance standards, provide ongoing feedback, and support team members in achieving their goals.
- Assist in treasury budgeting and resource allocation for efficient departmental function.
- Monitor financial performance for the three airports, identify areas to reduce costs, and implement strategies to meet financial targets.
- Prepare budget reports for senior management offering insights and recommendations on financial planning.
- Manage organizational financial resources including cash flow, investments, and capital expenditures to ensure efficient use of funds.
- Drive automation and improvement of financial processes for scalability and efficiency.
- Formulate and apply long-term financial plans and investment policies.
- Ensure full compliance with regulatory standards and manage treasury-related risks effectively.
- Maintain vigilance over compliance, deviations, and risk by regularly reviewing treasury activities.
- Lead innovation in treasury functions by integrating new technologies and best practices.
- Continuously enhance processes and encourage a culture of improvement through feedback and new ideas.
Minimum Requirements
- Bachelor’s degree in Finance, Accounting, Business Administration, or related discipline.
- At least 12 years of experience in treasury management, with extensive exposure to leadership or management roles.
- Certified Treasury Professional (CTP) certification preferred.
- Advanced degrees such as a Master’s in Finance, Accounting, or MBA are an advantage.
- International certification in cash management is desirable.
- Fluent in Arabic and English languages.
