Testing & Commissioning Engineer – Substation Automation Systems

Position Summary

We are looking for an experienced Testing & Commissioning Engineer specialized in Substation Automation Systems (SAS) to support projects and customer services in Qatar. The role entails engineering, configuring, testing, commissioning, troubleshooting, and maintaining substation control, automation, and monitoring systems to ensure dependable operation that meets project and client expectations.

Key Duties

• Set up, test, and commission Siemens SICAM PAS and SICAM A8000 automation platforms.
• Develop and parameterize HMI and SCADA applications including WinCC scripting tasks.
• Integrate and commission equipment such as Bay Control Units (BCUs), protection relays, Remote Terminal Units (RTUs), energy meters, and various third-party Intelligent Electronic Devices (IEDs).
• Configure, troubleshoot, and manage communication protocols like IEC 61850, Modbus, and IEC 60870-5-104.
• Conduct Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), detailed point-to-point verification, function tests, interlocking confirmations, redundancy checks, and full system tests.
• Set up and troubleshoot industrial communication networks including managed switches, firewalls, VLANs, routing, and secure remote access systems.
• Apply and verify cybersecurity protocols and system hardening aligned with project specs and industry standards.
• Prepare comprehensive engineering documentation such as point lists, test plans, commissioning reports, network diagrams, and as-built records.
• Adhere to Siemens Environmental, Health & Safety standards and specific customer technical requirements.
• Support scheduled shutdown operations, energization procedures, emergency service interventions, and commissioning activities across varied customer sites in Qatar.
• Work collaboratively with project teams, clients, and stakeholders while promoting knowledge exchange and continuous process enhancements.

Required Qualifications & Experience

• Bachelor’s degree in Electrical, Electronics, Communication, Control Systems Engineering, or related field.
• At least four years of practical experience in SAS, SCADA, or protection and control system commissioning.
• Proficiency with Siemens SICAM PAS, SICAM A8000, and WinCC platforms.
• Solid expertise with communication protocols including IEC 61850, Modbus, and IEC 60870-5-104.
• Experience integrating and commissioning protection devices, IEDs, RTUs, and automation products from diverse manufacturers.
• Strong understanding of industrial networks, operational technology infrastructure, and cybersecurity principles.
• Familiarity with SIMARIS Control is a plus.
• Excellent analytical, problem-solving, documentation, and customer interface communication skills.
• Fluency in written and spoken English is essential.
• Previous work experience in the GCC region is preferable.
• Relevant certifications in SAS, SCADA, networking, or cybersecurity are advantageous.
• Holding or eligibility for a Qatar driving license is preferred.

• Willingness to travel to substations, control centers, industrial plants, and client locations throughout Qatar.
• Ability to work during planned shutdowns, long-duration commissioning tasks, and emergency support as required.
