Tendering & Estimation Engineer - Roads & Infrastructure

Job Overview

We are looking for a highly skilled Tendering & Estimation Engineer to join our team in Jeddah, Saudi Arabia, specializing in roads and infrastructure projects. The role involves comprehensive review and analysis of tender documents to create accurate, competitive proposals that satisfy both technical and commercial criteria.

Key Duties

• Analyze tender documents thoroughly, including conditions, specs, drawings, BOQ, addenda, and related materials.
• Develop detailed technical and financial bids for road and infrastructure projects.
• Conduct detailed rate analysis and itemized cost breakdowns covering direct and indirect expenses.
• Perform quantity take-offs from drawings and verify against BOQs.
• Identify all project inputs including materials, equipment, labor, suppliers, and subcontractors.
• Solicit, assess, and compare quotations from suppliers and subcontractors for technical and commercial suitability.
• Compile final project estimates and tender prices in collaboration with relevant departments and leadership.
• Draft and review technical documents, construction approaches, execution strategies, and other required tender submissions.
• Ensure completeness and compliance of all tender submissions, forms, certifications, and documentation prior to deadlines.
• Manage submissions and communications through Saudi government e-procurement platforms, notably the Etimad Platform.
• Evaluate payment terms, penalties, guarantees, bonds, insurance, project duration, and other contractual conditions affecting costs.
• Prepare inquiries and Requests for Clarification related to tender documents.
• Maintain a current database of market rates for various project inputs within the region.
• Track tender outcomes and perform post-bid analysis to refine competitiveness and accuracy for future bids.
• Collaborate closely with technical, project, procurement, contracts, and finance teams throughout the tendering process.

Qualifications & Experience

• Bachelor’s degree in Civil Engineering.
• At least ten years of professional experience overall.
• Minimum five years specifically in tendering and estimation for roads and infrastructure projects in Saudi Arabia.
• Extensive hands-on exposure to roadworks, asphalting, earthworks, utilities, and infrastructure networks.
• Track record in preparing detailed technical and financial proposals.
• Proficiency in rate analysis, BOQ item assessment, cost estimation, and project budgeting.
• Experienced in reviewing engineering drawings, specifications, BOQs, and conducting quantity take-offs.
• Practical use of Saudi government tender platforms including Etimad.
• Good command of official Saudi tendering and procurement rules.
• Strong knowledge of the Saudi construction market, especially in the Western Region, including up-to-date pricing for materials, equipment, manpower, and subcontractors.
• Proficient with Microsoft Excel, AutoCAD, PDF tools, and relevant quantity take-off and estimation software.
• Good English language skills for preparing and reviewing tender documentation.

Additional Information

Candidates with previous experience at major contracting firms in Saudi Arabia, especially those focused on roads and infrastructure projects, will be preferred.
