Technical Project Manager

Overview

The Technical PMO Lead role at Mada Media involves establishing and managing a robust project and program management practice for the company's IT projects. This leadership position focuses on governance, planning, and execution of significant digital transformation efforts, including ERP system rollouts, process automation, and advanced AI deployment. The role serves as a critical liaison between business teams, technology providers, and Mada Media's IT leadership to ensure successful, timely, and compliant program completions.

Key Responsibilities

• Establish and operate the Technical PMO function by building governance frameworks, defining delivery methodologies (Agile, Waterfall, Hybrid), setting reporting routines, and managing risk and issue tracking (RAID).
• Oversee the IT project portfolio to align priorities and resource allocation with the organization’s strategic goals.
• Monitor project financials, schedules, and benefit realization, delivering insightful status reporting and executive dashboards to inform leadership decisions.
• Define and uphold project management standards, quality checks, and templates across all IT initiatives.
• Lead complex digital transformation projects from conception through to implementation and post-launch support.
• Manage the full lifecycle of Oracle Fusion ERP deployment or similarly scaled ERP systems, including requirement analysis, integration, testing, data migration, training, and launch readiness.
• Coordinate across departments such as Permit, Engineering, Finance, HR, Operations, and Legal to ensure business preparedness and adoption of new systems.
• Supervise system integrators and partners, managing services agreements, delivery timelines, and quality standards.
• Identify and implement AI-driven automation and agentic AI projects, partnering with internal teams to develop and roll out these technologies.
• Lead pilots and scale intelligent automation solutions like RPA, workflow automation, and AI agents.
• Evaluate AI and automation providers, guiding proofs-of-concept to full production deployments while managing risks and compliance.
• Serve as the main coordinator for all technology program activities among business units, IT, vendors, and leadership.
• Manage vendor contracts and measure contractor performance against service level agreements.
• Prepare comprehensive materials for steering committees, business cases, and after-action reviews.
• Anticipate and mitigate risks; ensure all technology projects comply with governance, security, and regulatory standards, including cybersecurity collaboration.
• Drive structured change management and communications plans to ensure smooth user transition and adoption of new processes and systems.

Required Skills & Qualifications

• Bachelor’s degree in IT, Computer Science, Engineering, or related disciplines, plus recognized project management certification such as PMP or PRINCE2.
• Minimum eight years’ experience in technical PMO, IT project/program management, or delivering large digital transformation initiatives.
• Demonstrated success leading major digital transformation and/or ERP implementations through all project phases.
• Practical experience with Oracle Fusion ERP implementations is highly preferred.
• Proven capability delivering AI automation and intelligent process or agentic AI projects.
• Proficient in PMO tools like MS Project, Jira, Smartsheet, Power BI, and familiar with Agile, Scrum, Waterfall, and Hybrid delivery methodologies.
• Strong skills in stakeholder engagement, executive-level communication, and vendor relations.
• Experience in government or regulated sectors within the UAE is an advantage.
• Background in media, advertising, or smart-city technology sectors is considered a plus.
