Technical Director

About the Role

SEE Engineering is looking for a skilled Technical Director to head the technical division within our Project Management Office (PMO). This pivotal position involves guiding the technical aspects of all ongoing projects, ensuring compliance with UAE regulatory standards, project requirements, and top-tier quality, safety, and sustainability norms. The role is strategic and collaborative, working alongside senior leadership, clients, consultants, and regulatory bodies to ensure projects meet their technical and operational goals.

Key Responsibilities

• Provide overarching strategic guidance for the technical aspects of all PMO projects.
• Lead and manage the technical team consisting of Technical Managers, engineers, and draftsmen.
• Develop, implement, and oversee technical standards, procedures, and design review protocols within the PMO.
• Supervise design development and conduct technical reviews from conceptual stages through construction and final handover.
• Grant final technical approval for critical design submissions, shop drawings, and technical documentation.
• Ensure all projects conform to UAE codes, project specifications, international standards, and authority regulations such as those imposed by Dubai Municipality, Civil Defence, DEWA, and ADDC.
• Coordinate the authority approval process including handling NOCs, permits, and essential submissions.
• Conduct constructability assessments and value engineering efforts aimed at enhancing cost efficiency and project performance without sacrificing quality.
• Address and resolve advanced technical challenges across projects, offering expert advice to project and site teams.
• Identify and mitigate technical risks on a portfolio basis.
• Oversee QA/QC governance, ensuring prompt resolution of technical non-conformances.
• Manage collaborations with consultants, clients, contractors, and regulatory authorities; represent the company in high-level meetings.
• Provide counsel to senior management regarding technical risk, feasibility, constructability, and innovation potential.
• Support technical elements related to tendering, procurement, and selection of materials and systems.
• Enhance the PMO's technical capabilities through mentorship, succession planning, training, and managing performance.

Required Skills and Abilities

• Extensive expertise in construction standards and codes including ASTM, BS, ACI, and local codes.
• Comprehensive knowledge of UAE authority approval procedures and regulatory frameworks.
• Strong background in design management, constructability analysis, value engineering, and managing technical risks.
• Strategic decision-making skills paired with excellent problem-solving capabilities.
• Demonstrated leadership ability to develop and inspire high-performing technical teams.
• Excellent communication and presentation skills tailored to senior executives and stakeholders.
• Familiarity with engineering and BIM software such as AutoCAD, Revit, Navisworks, STAAD, and ETABS.

Education and Experience

• Bachelor's degree in Civil Engineering or a related engineering field is required; Master's degree is favorable.
• At least 15 years of construction and engineering experience, including a minimum of 8 years in senior technical leadership roles.
• Proven success managing technical delivery of large-scale residential, high-rise, commercial, or infrastructure projects within the UAE.
• Experience handling multiple projects or portfolios in environments like PMO, developer roles, or main contracting.

Preferred Qualifications

• Background in managing complex villa communities, roads, infrastructure, or MEP-focused projects.
• Professional engineering certifications such as PE, Chartered Engineer, and PMP certification.
• Knowledge of quality and safety standards such as ISO 9001 and ISO 45001.
• Familiarity with sustainability assessment frameworks including LEED, Estidama, and Al Sa'fat.

This senior leadership role balances strategic office responsibilities with frequent site visits and engagement with clients and regulatory authorities. Ability to collaborate effectively across diverse cultures and operate well under change and pressure is essential.
