Role Overview and Responsibilities

The Technical & Asset Manager, based in Doha, Qatar, will oversee six critical functions to ensure the dependability, efficiency, and modernization of water and wastewater infrastructures. These functions include Asset Management, GIS, Handover/Takeover processes, IT & OT, Innovation, and Technical Studies.

• Direct asset lifecycle optimization, maintain asset inventories, implement preventive maintenance, and apply CMMS/Maximo systems alongside reliability engineering methods such as RCM, FMECA, and RCA.
• Supervise GIS management concerning sewer, stormwater, groundwater, and treated sewage effluent networks, mapping, operational data, and maintenance support.
• Oversee technical and operational readiness during facility handover and takeover, including commissioning, documentation, personnel training, spare parts management, Maximo use, and health, safety, and environment (HSE) compliance.
• Manage IT infrastructure, cybersecurity measures, SCADA systems, PLC/RTU, automation, telemetry, and instrumentation relevant to operations technology.
• Champion digital transformation initiatives such as smart asset management, predictive maintenance, artificial intelligence applications, remote monitoring, energy efficiency efforts, climate resilience, and sustainability projects.
• Conduct engineering and technical studies, propose improvements, develop technical-commercial offers, address operational defects, and support new facility studies.
• Provide leadership to multidisciplinary teams and coordinate effectively with clients, contractors, surveyors, maintenance staff, and resources within the Saur Group.

Qualifications and Experience

• Bachelor's degree in Engineering (Civil, Mechanical, Electrical, Environmental, or a related discipline); possession of a Master's degree is advantageous.
• A substantial professional track record of 10 to 15 years in asset management, infrastructure operations, or utility services, preferably within the water or wastewater sectors.
• Demonstrated capability in leading diverse teams spanning engineering, maintenance, GIS, IT/OT, and technical project execution.
• In-depth expertise in Asset Management principles, including lifecycle planning, reliability engineering techniques, and preventive maintenance methodologies.
• Competency with GIS systems and spatial asset management practices.
• Experience with commissioning procedures, asset handover/takeover, and managing technical documentation.
• Strong analytical, project management, and problem-solving skills.
• Fluency in English is essential; Arabic language skills are a plus.
• Excellent abilities in stakeholder engagement and negotiation.
