About the Role
This full-time, permanent position is based in Rangiora and offers you the chance to help shape the future of one of New Zealand's fastest-growing districts. Waimakariri District, home to over 69,000 residents, is expanding rapidly and offers a unique opportunity to influence meaningful development while enjoying a high quality of life just 30 minutes north of Christchurch.
This newly created leadership role aims to enhance the Development Planning function to manage the increasing complexity of planning projects throughout the District. As the Team Leader Development Planning, you will oversee a diverse array of development planning activities including handling private plan changes, managing Environment Court appeals, and leading the Council’s residential developer liaison initiatives. Your contributions will be vital for guiding growth, ensuring quality development, and supporting the District’s long-term strategic planning goals.
Responsibilities
- Lead and mentor a skilled team of planners.
- Build strong relationships with developers, elected officials, mana whenua, stakeholders, and the wider community.
- Manage and provide strategic direction on complex development planning matters including private plan changes and planning appeals.
- Support growth outcomes that align with District objectives and community expectations.
Desired Qualifications and Experience
- Relevant qualification in planning, resource management, or a related field.
- Extensive planning experience, preferably within local government or consultancy environments.
- Proven experience in development planning, private plan changes, plan implementation, or consenting processes.
- Exceptional communication and relationship management skills.
- Strong leadership abilities with the capacity to influence outcomes and address complex planning challenges confidently.
